5. ALTERNATIVES
reduction in the number of years that mining would occur. However,if there is a market the
maximum amount of 4.0 mty of product would be mined and processed during the life of this
alternative. Due to the reduction in the phases to be mined, the lifespan of the mining operations
would he reduced to 15 to 36 years instead of the 25 to 60 years of the proposed project. If
Phases V and VI were to be removed from the overall mining plan, the disturbance to Hospital
Creek would be greatly reduced. This is discussed under Hydrology and Water Quality.
Agricultural Resources
Scenario 1: A reduction in the amount of material to be extracted from the proposed project site
would not result in a reduction in the amount of prime farmland and farmland of statewide
importance that would be taken out of production. All the proposed phases would continue to be
mined under this Scenario. This scenario would result in similar impacts as the proposed project. —
Scenario 2: A reduction in the number of phases to be mined would result in a reduction in the
amount of prime farmland and farmland of statewide importance that would be taken out of --
production during the mining operations. However, not enough to reduce this impact from
significant and unavoidable to less-than-significant. A portion of the site would remain in active
agricultural production, and there would he a reduction in the amount of soil disturbance that —
would impair the agricultural productivity of the site. This scenario would result in similar
impacts as the proposed project.
Transportation and Circulation
Scenario 1: Traffic volumes would be less than those projected for the proposed project. A —
reduction in mining operation would result in a reduction in the number of trucks traveling to and
from the site on a daily basis over the life of the project. The proposed project would generate
160,000 truckloads per year,613 truckloads per day on average, with seasonal adjustment it
would be 981 truckloads per day. The average truckloads per hour would be 123,with peak hour
truckloads at 153.
The projected traffic volumes for production(tons/year)of 1.7 mty would be 68,000 truckloads
per year, and 261 truckloads per day, on average. With the seasonal adjustment for increases of _
truck trips during certain times of the year, the adjusted truckload per day would be 417. The
average truckloads per hour would be 52, with the peak hour truckloads at 65.
The projected traffic volumes for a production(tons/year) of 2.85 mty would be 114,000
truckloads per year, and 437 truckloads per day on average. With the seasonal adjustment for
increases of truck trips during certain times of the year, the adjusted truckload per day would be —
699. The average truckloads per hour would be 87,with the peak hour truckloads at 109.
Scenario 2: The reduction in the number of phases to be mined would reduce production years
from 25 to 60 years to 15 to 36 years. However, the amount of material to be mined would
remain the same as the proposed project. The projected traffic volumes for this production
volume would be similar to the proposed project, but would occur over a shorter period of time.
RMC Pacific Vemahs Quaay Mining and Reclamation Project 5-10 ESA/?03015
Administrative Dnft EOR Match 2004
