5. ALTERNATIVES <br /> r <br /> Project Alternative. The impacts associated with on-site hazardous materials would he less than <br /> those associated with the Proposed Project. <br /> Visual Resources <br /> Under the No Project Alternative existing land use at the site would remain unchanged and <br /> continue to be orchards and field crops. Views of the Coastal Range from adjacent roadways and <br /> from surrounding lands would not be obstructed. Impacts to visual resources would be less than <br /> those associated with the Proposed Project. <br /> ALTERNATIVE 2 —REDUCED PROJECT PRODUCTION <br /> DESCRIPTION <br /> Under the Reduced Project Alternative, there would he two scenarios: <br /> r <br /> Scenario 1: The mining operation would consist of a reduction in the amount of extraction <br /> to 1.7 to 2.85 million tons per year of aggregate materials(sand and gravel). <br /> Scenario 2: There would be a reduction in the amount of land to be mined(reduce the <br /> number of phases by eliminating mining in Phases V and VI). <br /> BASIS FOR SELECTION <br /> This alternative is included in the EIR to provide a basis for comparing the impacts of a less- <br /> intensive mining operation at the project site. This alternative may,for example,reduce <br /> potentially significant impacts to traffic;air quality,noise,and hydrology. <br /> DISTINCTIVE ENVIRONMENTAL CHARACTERISTICS <br /> The following summarizes potential impacts of the"Reduced Project Production"alternative and <br /> compares them to the impacts of the proposed project. <br /> .. Land Use <br /> No significant impacts were identified for the Proposed Project and none would result form <br /> implementation of either Scenario of this alternative. <br /> Scenario 1: A reduction in the mining operation would result in a reduction in the amount of haul <br /> ` trips per day and on an annual basis. This would also result in a reduction in noise and air quality <br /> related to decreased truck trips. These impacts are discussed below under Transportation and <br /> Circulation,Noise,and Air Quality. <br /> Scenario 2: A reduction in the number of phases to be mined would result in a reduction in the <br /> amount of agricultural land to be disturbed. A portion of the project site could remain in current <br /> .„ active agricultural production.
