5. ALTERNATATS <br /> status species exists at this site. However, a biologist would need to perform a preliminary <br /> review of the off-site alternative to determine the potential for wetlands and special status species <br /> at the site. The off-site alternative is located entirely within San Joaquin County, so for this <br /> alternative the applicant would be able to comply with the SJMSCP in-lieu of implementing the — <br /> proposed project Mitigation Measures 4.9.2a-e. Complying with the SJMSCP would provide for <br /> pre-construction surveys,impact avoidance and minimization measures, and preservation of open <br /> space as mitigation. Biological impacts associated with development at this site would be similar <br /> or could be greater,depending on the outcome of the necessary surveys, than those associated <br /> with the Proposed Project. <br /> Cultural Resources <br /> No cultural resources were found at the proposed project site. It is unknown if cultural resources — <br /> exist at the off-site alternative but it is likely that since the area has been highly disturbed from <br /> agricultural activities that no surface resources exist. If this alternative is chosen a cultural <br /> resources record search and survey would need to be completed. The potential to uncover <br /> unidentified buried archaeological remains or human remains would be similar, or could be <br /> greater than that of the proposed project site,depending on the outcome of the necessary survey. <br /> Hazards and Hazardous Materials <br /> The off-site alternative contains similar features as the proposed project, such as agricultural crop <br /> land,creek beds,and rural residential structures. Therefore,it can be assumed that the types of <br /> hazardous materials that might exist at the off-site alternative would be similar to those of the <br /> proposed project. An assessment of the off-site alternative would need to be completed to <br /> determine if any existing hazardous materials or contamination exist on the site or if there is a <br /> potential for contamination at the site from any off-site sources in the area. Hazards and <br /> Hazardous Materials impacts associated with this alternative would be similar or could be greater, <br /> depending on the outcome of the necessary assessment, than those associated with the Proposed <br /> Project. , <br /> Visual Resources <br /> The off-site alternative is located within the same general viewing area as the proposed project. <br /> The visual character of the area is similar to the proposed project,predominantly rural and <br /> agricultural with some mining operations in the area. Mining operations at the off-site alternative <br /> has the potential to impact scenic views of the Coastal Range Mountains and San Joaquin Valley <br /> and to conflict with adopted Plans and Policies relating to visual resources. Visual Resources <br /> impacts associated with this alternative would be similar to those associated with the proposed _ <br /> project.
