EXECUTIVE SUMMARY <br /> 6. <br /> Introduction <br /> The California Environmental Quality Act (CEQA) requires that all state and local government <br /> agencies consider the environmental consequences of programs and projects over which they <br /> 6„ have discretionary authority before taking action on them. The primary purpose of this Final <br /> Environmental Impact Report(FEIR) is to inform agencies and the public of any significant <br /> environmental effects associated with the Cemex Vemalis Quarry Mining and Reclamation <br /> Project(Proposed Project). The County of San Joaquin is the lead agency for the environmental <br /> review of the Proposed Project and has the principal responsibility for approving the project. <br /> i <br /> 6. The Draft EIR for the RMC Pacific [now Cemex]Vernalis Quarry Mining and Reclamation <br /> Project was submitted to the State Clearinghouse(SCH#2002122122)and released for public and <br /> 6. agency review on May 22,2006. This public review and comment period concluded on July 6, <br /> 2006. Eleven comment letters were received,and are included in this document(Chapter 2) along <br /> with responses to environmental issues raised in the comment letters. Additional correspondence <br /> L, received after the Draft EIR review period is included in Chapter 6 of this FEIR. <br /> The CEQA Guidelines(Section 15132) specify that the Final EIR shall consist of. <br /> 6. <br /> L (a) The Draft EIR or a revision of the draft. <br /> (b) Comments and recommendations received on the Draft EIR either verbatim or in <br /> summary. <br /> L (c) A list of persons,organizations,and public agencies commenting on the Draft EIR. <br /> L (d) The responses of the lead agency to significant environmental points raised in the <br /> review and consultation process. <br /> (e) Any other information added by the lead agency. <br /> Therefore,this Final EIR consists of the Final EIR document (June 2008) and the Draft EIR <br /> (May 2006). <br /> L <br /> LCemex Vernalis Quarry Mining and Reclamation Project ES-1 ESA 1203015 <br /> Final Environmental Impact Report June 2008 <br /> L <br />
