1.Introduction 1 .2 CEQA Final EIR Process Prior to the release of the Draft EIR, San Joaquin County(Lead Agency) issued a Notice of 1. Preparation (NOP) for a 30-day comment period between December 23,2002 and January 23, 2003.The environmental issues raised during the scoping process were considered in the Draft EIR(see Appendix A of the Draft EIR). •. The Draft EIR for the RMC Pacific Vernalis Quarry Mining and Reclamation Project was submitted to the State Clearinghouse (SCH#2002122122) and released for public and agency review on May 22,2006. This public review and comment period concluded on July 6, 2006. L Eleven comment letters were received, and are included in this document(Chapter 2)along with responses to environmental issues raised in the comment letters. Additional correspondence received after the Draft EIR review period is included in Chapter 6 of this FEIR. As a result of comments received on the Draft EIR,two subsequent analyses were prepared. The first is a revised traffic analysis,prepared to respond to comments raised by the California r Department of Transportation(Caltrans), San Joaquin County Public Works,and LASER The second analysis was a revised air emissions analysis and health risk assessment using the HARP model.This analysis was done in response to comments received from the San Joaquin Valley Air Pollution Control District(SJVAPCD)and LASER. Both of these analyses are included as appendices to this Final EIR. Neither the traffic nor air quality analysis identified impacts that are different or substantially greater than those identified in the Draft EIR. Therefore these analyses do not constitute significant new information per CEQA Guidelines Section 15088.5 and recirculation of the Draft Yr EIR is not required. The new information clarifies and amplifies the impacts that were previously identified in the Draft EIR.As these analyses were prepared in response to comments received on the Draft EIR,and did not identify new or substantially greater impacts,the public would not be v. deprived of an opportunity to comment on a significant environmental effect. Minor _ modifications to the Draft EIR have been made and are included in this Final EIR. L The CEQA Guidelines (Section 15132) specify that the Final EIR shall consist of L (a) The Draft EIR or a revision of the draft. (b) Comments and recommendations received on the Draft EIR either verbatim or in summary. L (c) A list of persons,organizations, and public agencies commenting on the Draft EIR. (d) The responses of the lead agency to significant environmental points raised in the review and consultation process. L (e) Any other information added by the lead agency. Thus,the Final EIR will consist of this Final EIR document(June 2008)as well as the Draft EIR L documents (May 2006). The Planning Commission will certify the Final EIR at a public hearing and recommend to the Board of Supervisors whether to approve or deny the project.
