r <br /> EXECUTIVE SUMMARY (Continued) <br /> SR 132 between Interstate 580 and McCracken Road <br /> The segments of SR 132 that consist of only one lane in each direction are currently operating at <br /> unacceptable levels of service. Where SR 132 is a four-lane divided highway, the road segment <br /> operates at acceptable levels of service. With construction of the Project, similar levels of service <br /> are expected to result. This indicates that SR 132 should be widened to include four lanes in each <br /> direction in the near future. The Project may be required to contribute an equitable share of the cost <br /> of the widening. With construction of two lanes in each direction and the eventual conversion to a <br /> freeway, SR 132 is expected to experience acceptable levels of service through the year 2025. <br /> Blewett Road between Bird Road and Welty Road <br /> Blewett Road currently operates at acceptable levels of service and is expected to continue to operate <br /> at acceptable levels of service with the Project through the year 2025. <br /> The Project and Haul Route 1 will create potential pavement impacts on Blewett Road between I-5 <br /> and Koster Road. The Project and Haul Route 3 will create potential pavement impacts on Blewett <br /> Road between Koster Road and Welty Road. However, it is noted that the TI analyses are based on <br /> a 20-year pavement design life. Therefore, if Haul Route 3 is considered only as a short-term option <br /> then an impact would not be identified. It is also noted that a pavement impact may not be identified <br /> if the traffic index used in design of the existing roadways is already capable of supporting the <br /> Project traffic volumes. <br /> Welty Road between Blewett Road and SR 132 <br /> Welty Road currently operates at acceptable levels of service and is expected to continue to operate <br /> at acceptable levels of service with the Project through the year 2025. <br /> ti <br /> V <br /> r <br /> ti <br /> `. <br />
