Revised Traffic Impact Study March 27,2008 Proposed CEMEX Mining Site Page 1 1.0 -INTRODUCTION This report presents the results of a traffic impact study performed for a proposed mining site. The analyses focus on the potential impact that traffic generated by the Project may have on nearby roads and intersections. This report supersedes all previous traffic impact study reports and memoranda for the Project. 2.0—PROPOSED PROJECT A new mining site is proposed by CEMEX within the area bounded by State Route (SR) 580, SR 132, and Koster Road in Vernalis, California. Specifically, the site is located southeast of the intersection of Blewett and Koster Roads. Several other mining operations currently exist in the vicinity of the site. A Site Vicinity Map is presented in Figure I following the text of this report. The proposed mining operation will produce aggregate products that will be shipped to Stockton, Modesto, Sacramento, and the Bay Area. The Project is expected to generate an annual average of 2.85 million tons of material, with a peak annual production of 4.0 million tons of material. Material will typically be hauled in 25-ton-capacity trucks that will arrive at the site empty and leave the site full of material. The two proposed haul routes for the Project (identified as Haul Route 1 and Haul Route 3) are _ described below. A previous Haul Route 2 is no longer under consideration and has been removed from the analyses. Haul Route 1: All trucks entering and exiting the site use Blewett Road and Bird Road. Ten percent of trucks travel on SR 132 west of Bird Road. Ninety percent of trucks access the SR 132/1-5 interchange. Seventy percent of trucks travel on I-5 north of SR 132. Five percent of trucks travel on I-5 south of SR 132. Fifteen percent of trucks travel on SR 132 east of I-5. Haul Route 1 is illustrated in Figure 2. Haul Route 3: All trucks entering and exiting the site use Blewett Road between Koster Road and _ Welty Road. All trucks also use Welty Road to provide access to SR 33 and/or SR 132 as applicable. Fifteen percent of trucks travel on SR 132 between 1-5 and SR 33. Ten percent of trucks travel on SR 132 west of Interstate 5. Seventy percent of trucks travel on SR 33 between I-5 and SR 132; the same 70 percent of trucks travel on I-5 north of SR 33. Five percent of trucks travel on I-5 south of SR 132. Fifteen percent of trucks travel on SR 132 east of SR 33. Haul Route 3 is designed to eliminate left-turn movements across SR 132 by using both the SR 132/SR 33 interchange and the intersection of SR 132 and Welty Road. The paths of travel for trucks entering the site and leaving the site are illustrated in Figures 3 and 4,respectively.
