Revised Traffic Impact Study March 27,2008
Proposed CEMEX Mining Site Page 2
16` 3.0—STUDY AREA AND TIME PERIOD
The study intersections and road segments were determined based on their proximity to the site and
` the amount of Project traffic expected in consultation with County and Caltrans staff. This report
includes analysis of the following intersections:
• Blewett Road and Bird Road;
• Blewett Road and Koster Road;
• Blewett Road and Welty Road;
• SR 132 and Bird Road;
SR 132 and Interstate 5 interchange;
• SR 132 and Koster Road;
• SR 132 and SR 33 interchange (two at-grade intersections);
• SR 132 and Welty Road;
• SR 132 and McCracken Road;
`, • SR 33 and Welty Road; and
• SR 33 and Interstate 5 interchange(two at-grade intersections).
j This report includes analysis of the following road segments:
4
• Bird Road: Blewett Road to SR 132;
• SR 132: Chrisman Road to Bird Road;
, • SR 132: Bird Road to Interstate 5;
• SR 132: Interstate 5 to Koster Road;
j SR 132: Koster Road to McCracken Road;
• Blewett Road:Bird Road to Interstate 5; and
• Blewett Road: Interstate 5 to Koster Road.
L The intersections and road segments listed above are identified in Figure 1. The study time periods
included the weekday a.m. peak hour,which typically occurs between 7:00 and 9:00 a.m. The peak-
hour scenarios were to be analyzed for the following conditions:
• Existing Conditions;
• Near-Term Without Project(Existing Conditions plus Approved Projects);
• Near-Term With Project—Haul Route 1;
L • Near-Term With Project—Haul Route 3;
• Cumulative Year 2025 Conditions Without Project;
• Cumulative Year 2025 Conditions With Project—Haul Route 1; and
• Cumulative Year 2025 Conditions With Project—Haul Route 3.
The p.m. peak hour of background traffic, which typically occurs between 4:00 and 6:00 p.m., was
L not analyzed because the Project traffic is expected to decrease significantly between approximately
3:00 and 4:00 p.m.
L
4.0—LANE CONFIGURATIONS AND INTERSECTION CONTROL
The existing lane configurations and intersection control at each of the study intersections are
illustrated in Figure 5. The analyses contained herein are based on the assumption that the existing
. lane configurations and intersection control will be maintained through the year 2025 unless specific
impacts requiring mitigations are identified.
I
L
L
