Revised Traffic Impact Study March 27,2008 — <br /> Proposed CEMEX Mining Site Page 9 <br /> conditioned to operate at a maximum annual production of 1.9 million tons while Haul Route 3 is in — <br /> operation. If the Project is limited to 1.9 million tons per year, the near-term with Project level of <br /> service will be C and no significant impacts will occur. To mitigate significant impacts in the <br /> cumulative conditions, the Project may be conditioned to eliminate Haul Route 3 after the pending — <br /> construction of the Bird Road / SR 132 interchange, at which time only Haul Route 1 would be <br /> allowable. <br /> Intersection of SR 33 and I-5 Northbound Ramps <br /> The analyses indicate that the intersection of SR 33 and the I-5 northbound ramps is currently <br /> operating at acceptable levels of service and is expected to continue to operate at acceptable levels of — <br /> service based on the near-term without-Project conditions. Haul Routes 1 and 3 are not expected to <br /> create opening-day significant impacts. <br /> The intersection is expected to operate at acceptable levels of service in the year 2025 even without <br /> the proposed Project. Haul Route 1 is not expected to create additional significant impacts in the <br /> year 2025. However, Haul Route 3 would create an unacceptable cumulative year 2025 level of — <br /> service. <br /> To mitigate the cumulative 2025 impacts of Haul Route 3, a northbound right-turn lane would be <br /> required. As an alternative to mitigating cumulative year 2025 conditions, the Project may be — <br /> conditioned to eliminate Haul Route 3 after the pending construction of the Bird Road / SR 132 <br /> interchange,at which time only Haul Route 1 would be allowable. <br /> Intersection of SR 33 and Vemalis Road (Connector to SR 132) <br /> The analyses indicate that the intersection of SR 33 and Vernalis Road is currently operating at a <br /> level of service D, which is typically considered unacceptable to Caltrans. The intersection is — <br /> expected to continue to operate at a level of service D based on near-term-without-Project <br /> conditions. Haul Route 1 is not expected to create new traffic at the intersection and therefore is not <br /> considered to impact the intersection. However, Haul Route 3 is expected to result in an opening- <br /> day impact that would require mitigation. A review of peak-hour traffic signal warrants suggests <br /> that traffic signals are not warranted at the intersection based on existing and near-term-with-Project <br /> conditions. _ <br /> The intersection is expected to operate at a level of service F in the year 2025 even without the <br /> proposed Project. Haul Route 1 is not expected to create additional impacts in the year 2025. <br /> However,Haul Route 3 would contribute to the cumulative year 2025 impacts. <br /> To mitigate the impacts created by Haul Route 3 on opening day, all-way stop control would be <br /> required. However, all-way stop control should not be installed unless warrants are satisfied after <br /> the Project begins operating. Since Haul Route 3 is expected to be an alternate route, it is unlikely <br /> that warrants for all-way stop control will be met on a long-term basis. Therefore, this impact may <br /> be considered adverse but not significant. <br /> To mitigate the cumulative impacts with Haul Route 3 in the year 2025, all-way stop control with <br /> construction of a westbound left-turn lane is expected to be required. As an alternative to mitigating <br /> cumulative year 2025 conditions, the Project may be conditioned to eliminate Haul Route 3 after the — <br /> pending construction of the Bird Road/SR 132 interchange, at which time only Haul Route I would <br /> be allowable. <br />
