Revised Traffic Impact Study March 27,2008
Proposed CEMEX Mining Site Page 12
6A—Road Segment Analyses
The results of the road segment level-of-service analyses are presented in Table 6. The HCS+
r, computer program, which incorporates the procedures outlined in the 2000 Highway Capacity
Manual, was utilized in the road segment analyses. The analysis output is included in Appendix C.
It should be noted that the road segment analyses incorporate a PCE of 1.7 as specified by the 2000
` Highway Capacity Manual and that a high percentage of truck traffic occurs at many of the study
road segments.
Table 6
Road Segment Level of Service Summary—Weekday A.M.Peak Hour
Near- Near-Term Cumulative Cumulative
Road Segment Existing Term With Protect without With Protect
` Without Haul Haul Project Haul Haul
Project Route I Route 3 Route 1 Route 3
Bird Road:Blewett to SR 132 A A B A B C B
SR 132:Chrisman to Bird F F F F F F F
it SR 132:Bird to I-5 B B C C D D D
SR 132:I-5 to Koster F F F F F F F
SR 132:Koster to SR 33 F F F F F F F
SR 132: SR 33 to McCracken F F F F F F F
Blewett: Bird to I-5 A A A A A A A
Blewett: I-5 to Koster A A A A A A A
L Blewett: Koster to Welt A A A A A A A
Welty:Blewett to SR 33 A A A A A A A
Welty: SR 33to SR 132 A A A A A A A
LA discussion of each study road segment is presented below.
Bird Road between Blewett Road and SR 132
L Bird Road currently operates at acceptable levels of service and is expected to continue to operate at
acceptable levels of service with the Project through the year 2025.
SR 132 between Interstate 580 and McCracken Road
L The road segment analyses indicate that the segments of SR 132 that consist of only one lane in each
direction are currently operating at unacceptable levels of service. Where SR 132 is a four-lane
divided highway, the road segment operates at acceptable levels of service. With construction of the
L Project, similar levels of service are expected to result. This indicates that SR 132 should be
widened to include four lanes in each direction in the near future. The Project may be required to
! contribute an equitable share of the cost of the widening. With construction of two lanes in each
`
direction and the eventual conversion to a freeway, SR 132 is expected to experience acceptable
levels of service through the year 2025.
` Blewett Road between Bird Road and Welty Road
Blewett Road currently operates at acceptable levels of service and is expected to continue to operate
L at acceptable levels of service with the Project through the year 2025.
Welty Road between Blewett Road and SR 132
Welty Road currently operates at acceptable levels of service and is expected to continue to operate
i. at acceptable levels of service with the Project through the year 2025.
L
it
