Revised Traffc Impact Study March 27,2008 <br /> Proposed CEMEX Mining Site Page 18 <br /> Intersection of Bird Road and Blewett Road <br /> The analyses indicate that the intersection is currently operating at acceptable levels of service. <br /> However, the near-term Haul Route 1 analyses indicate that a combination of the proposed Project <br /> and the pending and approved projects will result in a level of service F during peak periods at the <br /> intersection. <br /> The intersection is expected to operate at a level of service E in the year 2025 even without the <br /> proposed Project. Haul Route 1 would exacerbate the cumulative year 2025 impacts to a level of <br /> service F. <br /> L <br /> To mitigate the impacts created by Haul Route 1 on opening day, a southbound left-tum lane is <br /> required. <br /> L It is anticipated that traffic signal warrants will be satisfied based on the year 2025 cumulative traffic <br /> volume forecasts. To mitigate the cumulative 2025 impacts of Haul Route 1, traffic signals may be <br /> installed in the future with a separate southbound left-tum lane and protected left-turn phasing. <br /> Traffic signals should not be installed until such time as the observed traffic volumes indicate signals <br /> are warranted. The County should establish a fair-share or a fee program to fund the potential signal <br /> to ensure that it will be constructed, or the Project shall be conditioned to install the signals after <br /> warrants are satisfied. <br /> Haul Route 3 does not significantly impact the intersection. <br /> Intersection of Koster Road and Blewett Road <br /> The analyses indicate that the intersection is currently operating at acceptable levels of service and is <br /> expected to continue to operate at acceptable levels of service on opening-day of the proposed <br /> Project. The intersection will likely require widening to accommodate truck turning movements. <br /> The required widening is a Project-specific mitigation requirement. <br /> L The intersection is expected to operate at a level of service D based on cumulative year 2025 <br /> conditions with the Project. It is not anticipated that traffic signal warrants will be satisfied at the <br /> intersection. All-way stop control is expected to mitigate the unacceptable levels of service in the <br /> ' future. <br /> Intersection of Welty Road and Blewett Road <br /> LThe analyses indicate that the intersection of Welty Road and Blewett Road is currently operating at <br /> acceptable levels of service and is expected to continue to operate at acceptable levels of service <br /> based on the near-term and cumulative conditions. No significant impacts are identified at this <br /> intersection. <br /> Intersection of SR 33 and Welty Road <br /> The analyses indicate that the intersection of SR 33 and Welty Road is currently operating at <br /> acceptable levels of service and is expected to continue to operate at acceptable levels of service <br /> based on the near-term without-Project conditions. Haul Route 1 is not expected to create opening- <br /> day significant impacts. However, Haul Route 3 is expected to result in an opening-day impact that <br /> would require mitigation. <br /> The intersection is expected to operate at a level of service C in the year 2025 without the proposed <br /> Project and Haul Route I will not create additional impacts in the year 2025. However, Haul Route <br /> L3 would exacerbate the cumulative year 2025 impacts to a level of service F. <br /> L <br /> L <br />
