SUBJECT: CEMEX VERNALIS MINING SITE <br /> DATE: 5/28/2008 <br /> INTRODUCTION <br /> L <br /> This memorandum investigates the operating characteristics of the Welty / State Route 33 <br /> intersection in Vernalis, California as shown in Figure 1. The intersection is part of a <br /> ` proposed aggregate truck hauling route associated with a new proposed mining site in the <br /> area. The study focused on the following: <br /> t <br /> ;' • Turning radius and off-tracking — This analysis determines whether or not a truck <br /> can make turns at the intersection without wheel tracking off of the pavement and <br /> assumes an inbound and outbound truck is making the turns concurrently. Both a <br /> two-trailer haul truck and an asphalt tanker truck tum radius were used in this <br /> evaluation. <br /> L • Evaluation of Railroad Track Queuing — This analysis focused on the potential of <br /> trucks queuing away from the intersection and onto the adjacent railroad tracks. <br /> L • Sight Distance—Potential sight distance constraints were evaluated in this analysis. <br /> L <br /> • Acceleration / Deceleration Needs — This study identifies the potential needs for <br /> L acceleration or deceleration lanes for trucks making movements at the study <br /> _ intersection. <br /> L ANALYSIS <br /> LTurning Radius / QJLTrwking <br /> The study intersection was evaluated using the computer program AutoTum 6 and aerial <br /> L photos available from GoogleEarth. Additionally, a field visit was made on May 21, 2008 to <br /> verify existing conditions at the site. Both double trailer aggregate trucks and tanker trucks <br /> were evaluated. The tanker truck was simulated most closely by use of the STAA-STD truck <br /> L turning template. The estimated wheel tracking patterns for both trucks turning right onto <br /> southbound Welty and northbound trucks turning left onto State Route 33 are shown in <br /> Figure 2. The tanker truck template governed the analysis because the intermediate hinge <br /> Lpoint of the double aggregate trailers allows for tighter turning movements.
