determined that the pavement was sufficient to allow for the truck turns at a speed of five
miles per hour. The analysis determined that the truck tires would extend to the edge of the
existing pavements and would be required to cross over double yellow traffic stripes to make
the turns.
It is recommended that the intersection be widened to allow a minimum 4-foot shoulder
beyond the outermost wheel tracking pattern and that the intersection traffic striping be
modified to allow for the truck turns without crossing double yellow stripes.
Railroad Track Qreuing
The location of the limit line (stop bar) for northbound vehicles on Welty at State Route 33
relative to the railroad tracks allows for storage of one truck. Occurrences of more than one
truck waiting to enter State Route 33 will create a queue which extends onto and which —
blocks the railroad tracks.
It is recommended that signs be installed (such as "Do Not Block Tracks") to warn trucks _
and vehicles of this situation and prevent the tracks from being blocked during queuing
events. Additionally, the railroad operator (Union Pacific) should be consulted to determine
the need for additional traffic control measures such traffic signals. _
Sivht Distance Evaluation
A site visit performed on May 21, 2008 determined that the following horizontal sight
distance constraints exist at the study intersection:
• Power poles in the southeast comer of the intersection block the visibility of
northwest bound vehicles along State Route 33 for northbound vehicles on Welty
attempting the enter the intersection.
• A tree approximately 230 feet southeast of Welty blocks the visibility of northwest
bound vehicles along State Route 33 for northbound vehicles on Welty attempting
the enter the intersection.
Since the intersection is located in relatively flat terrain, vertical sight distance constraints do
not appear to exist.
It is recommended that the limit line (stop bar) be relocated such that northbound stopped
vehicles can adequately see northwest bound approaching vehicles on State Route 33. If the —
stop bar realignment does not rectify the sight distance constraint created by the power
poles, it is recommended that the poles be relocated.
Additionally, it is recommended that the tree approximately 230 feet southeast of Welty be
trimmed or removed to eliminate the sight distance constraint.
2 —
