This impact would be significant if the activities associated with the project would <br /> significantly degrade groundwater quality. See Draft EIR,pp. 4.8-24 to 4.8-25. <br /> Mitigation Measures <br /> Mitigation Measure 4.8.2: Implement Mitigation Measure 4.11.2 (leak containment and <br /> precautions). (Draft EIR,p. 4.8-25.) <br /> Findings: <br /> Based on the whole record, this Commission finds that with implementation of Mitigation <br /> Measure 4.8.2, impacts from accidental spill, leaks, or improper disposal ofpetroleum fuel are <br /> reduced to a less than significant level. (Draft EIR,p. 4.8-25.) <br /> Impact 4.8.3 <br /> Excavation that disturbs and/or truncates the existing groundwater well shafts on the project site <br /> could increase the potential for contaminants to enter and pollute the groundwater through the <br /> wells. (Draft EIR, p. 4.8-25.) <br /> Significance Before Mitigation: Potentially Significant. <br /> Facts: There are five known wells located within the project boundaries, three agricultural wells <br /> and two domestic wells. The proposed project would continue to use the two of the agricultural <br /> wells and one of the domestic wells. The two unused wells, as well as others that may not yet be <br /> identified, would not be operated as part of the project and therefore, could be either truncated or <br /> destroyed during quarry operations. As part of the project, the project applicant would <br /> decommission unused wells. See Draft EIR,pp. 4.8-25 to 4.8-26. <br /> Mitigation Measures <br /> Mitigation Measure 4.8.3: Prior to the commencement of excavations, the project applicant <br /> shall conduct a comprehensive well survey to locate, identify, and confirm all existing <br /> groundwater wells on the project site. Information for well locations shall be obtained, if <br /> available, from DWR, San Joaquin County Environmental Health Department, Stanislaus <br /> County, and the former property owners. Groundwater wells that will not remain in operation <br /> shall be properly destroyed and removed in accordance with the DWR Well Standards, <br /> depending on location, under permit and inspection from either the Stanislaus County <br /> Department of Environmental Health or San Joaquin County as per the San Joaquin County <br /> Development Title, Section 9-1115.5(e). The well destruction shall be designed to create a <br /> sanitary seal that would not conduct vertical water flow in the event that the well is truncated or <br /> damaged during mining operations. (Draft EIR, pp. 4.8-25 to 4.8-26.) <br /> Findings: <br /> Based on the whole record, this Commission finds that with implementation of Mitigation <br /> Measures 4.8.3, impacts from the disturbance or truncation of existing groundwater well shafts <br /> 20 <br />
