This option <br /> would permanently remove surface waterflows from the reach of Hospital Creek downstream of <br /> the proposed mining operations leading to depletion of flows to downstream receiving water <br /> bodies, reduction of surface water available for localized infiltration, or elimination of adequate <br /> water flow for aquatic and riparian habitats. (Draft EIR,p. 4.8-31.) <br /> Significance Before Mitigation: Significant. <br /> Facts: Hospital Creek exists on the south side of the project, and under Mining Plan Option 2, <br /> would be significantly impacted. See Draft EIR,pp. 4.8-31 to 4.8-32. <br /> Mitigation Measures <br /> Mitigation Measure 4.8.6: The applicant shall implement the Mining Plan Option 1 as <br /> described in Chapter 3.0, Project Description, and shown graphically in Figure 3-3. Mining Plan <br /> Option 1 requires the applicant to leave Hospital Creek in place,mining both sides with a 100- <br /> foot setback from the centerline of the creek to the top of the mining slope. <br /> Implementation of Mitigation Measure 4.8.6 would eliminate the downstream hydrologic issues <br /> associated with removing Hospital Creek under Mining Plan Option 2. Implementing Mitigation <br /> Measure 4.8.6 would ensure that significant impacts related to Mining Plan Option 2 would not <br /> occur.
