All other hydrology and water quality impacts and the <br /> mitigation measures provided in Section 4.8 of the Draft EIR, such as groundwater seepage in <br /> the mining excavations causing evaporation loss and threatening groundwater quality, potential <br /> spills of hazardous materials reaching the groundwater, potential for contaminants to enter the <br /> groundwater if excavation disturbs and/or truncates the existing groundwater well shafts, and <br /> groundwater extraction that could lower groundwater levels in areas beyond the site would be <br /> similar to the project. Impacts to groundwater quality from contaminants entering <br /> disturbed/truncated wells could be greater since it is assumed that with additional residential uses <br /> surrounding the site, there are more wells in the area. (Draft EIR,pp. 5-17 to 5-18.) <br /> Biological Resources <br /> The off-site alternative contains similar features as the project, such as agricultural crop land, <br /> creek beds, and rural residential structures. The potential to impact wetlands and special status <br /> species exists at this site. However, a biologist would need to perform a preliminary review of <br /> the off-site alternative to determine the potential for wetlands and special-status species at the <br /> site. <br /> The off-site alternative is located entirely within San Joaquin County, so for this alternative, the <br /> applicant would be able to comply with the SJMSCP as set forth in Mitigation Measures 4.9.2a- <br /> d. Complying with the SJMSCP would provide for pre-construction surveys, impact avoidance <br /> and minimization measures, and preservation of open space as mitigation. Biological impacts <br /> associated with development at this site would be similar or could be greater, depending on the <br /> outcome of the necessary surveys, than those associated with the project. (Draft EIR, p. 5-18.) <br /> Cultural Resources <br /> No cultural resources were found at the project site. It is unknown if cultural resources exist at <br /> the off-site alternative,but it is likely that since the area has been highly disturbed from <br /> agricultural activities, no surface resources exist. If this alternative is chosen, a cultural resources <br /> record search and survey would need to be completed. The potential to uncover unidentified <br /> buried archaeological remains or human remains would be similar to or could be greater than <br /> that of the project site, depending on the outcome of the necessary survey. Mitigation identified <br /> for the project would be applicable under this scenario. (Draft EIR, p. 5-18.) <br /> Hazards and Hazardous Materials <br /> The off-site alternative contains similar features as the project, such as agricultural crop land, <br /> creek beds, and rural residential structures. Therefore, it can be assumed that the types of <br /> hazardous materials that might exist at the off-site alternative would be similar to those of the <br /> project. An assessment of the off-site alternative would need to be completed to determine if any <br /> hazardous materials or contamination exist on the site or if there is a potential for contamination <br /> at the site from any off-site sources in the area. Hazards and hazardous materials impacts <br /> associated with this alternative would be similar or could be greater, depending on the outcome <br /> of the necessary assessment, than those associated with the project.
