e. Construction of individual domestic water wells under permit and inspection by Environmental Health <br /> is required at the time of development. (Development Title Section 9-1115.3) <br /> f. No excavations are permitted into the ground water table without specific approval from the Regional <br /> Water Quality Control Board, Central Valley Region. (California Water Code, Chapter 4, Article 3, <br /> Section 13240) <br /> g. The materials from an excavation shall not be deposited into any watercourse or in any way <br /> contribute to the pollution thereof. (California Water Code, Section 13376) <br /> h. STATE REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION (Staff <br /> Contact: Timothy O'Brien, 916-255-3116) <br /> a. Waste Discharge Requirements will be required for this discharge of the process water into settling <br /> basins at the site. The property owner and the aggregate processing company shall submit a Report <br /> of Waste Discharge(RWD)at least 120 days prior to discharging waste water at the site. California <br /> Water Code Section 13260 requires submittal of the RWD. If ground water dewatering is required, <br /> the owner/operator shall submit an RWD to apply for a National Pollutant Discharge Elimination <br /> System (NPDES) permit at least 120 days prior to initiating dewatering activities. <br /> b. Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with <br /> the NPDES General Permit No. CAS000001 for Discharges of Storm Water Associated With <br /> Industrial Activities may be required. The SIC codes of activities requiring coverage are listed in the <br /> General Permit. In order to obtain coverage by the General Permit, the proponent must submit a <br /> Notice of Intent to comply with the permit(NOI)to the State Water Resources Control Board, and a <br /> Storm Water Pollution Prevention Plan (SWPPP) must be prepared. Because construction <br /> associated with the project will disturb more than five acres or is part of a larger common plan of <br /> development that encompasses five or more acres, the property owner needs to obtain permit <br /> coverage under the NPDES General Permit No. CAS000002 for Discharges of Storm Water <br /> Associated With Construction Activity. Before construction begins, the proponent must submit an <br /> NOI to comply with the permit to the State Water Resources Control Board, and an SWPPP must be <br /> prepared. If a Section 404 permit is required by the Corps, the Board will review the permit <br /> application to ensure that the discharge will not violate water quality standards.
