q. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable <br /> at the time of grading and/or building permit application. The fee currently is$233.15 per trip in the <br /> Tracy area. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. The number of trip-ends <br /> may be determined by a proportion to the length in time of the excavation operation. (Resolution R- <br /> 00-433) <br /> r. The Regional Transportation Impact Fee shall be required for this development. The fee is due and <br /> payable at the time of grading and/or building permit application. The fee currently is $850.00 per <br /> 1,000 equivalent gross square feet of building designated as manufacturing. The fee is based on the <br /> current schedule. (Resolution R-06-38) <br /> s. A Water Course Encroachment Permit from the Flood Control Division of Public Works is required <br /> prior to any excavation of Hospital Creek. Mining will be restricted to Option 1 (leaving Hospital <br /> Creek in place). <br /> t. An Industrial National Pollutant Discharge Elimination System permit is required prior to any <br /> excavation. <br /> u. No quarry entrance shall be located south of the Koster Road bridge across the Delta-Mendota <br /> Canal. The Koster Road bridge across the Delta-Mendota Canal has insufficient strength and width <br /> for current highway standards. If the bridge is used as a haul route, it shall be modified/improved to <br /> provide a clear width of 28 feet and meet current design standards. <br /> 3. ENVIRONMENTAL HEALTH DIVISION (Staff Contact: Steven Shih,468-9850) <br /> a. Environmental Health is requesting the applicant to conduct a ground water study that addresses the <br /> following: <br /> (1) The volume of water projected to be used by this operation. <br /> (2) The ability of the processed water to replenish ground water as a function of the operation. <br /> (3) Potential impacts to the existing wells on neighboring properties in relationship to water level, <br /> water quality, water quantity, and existing ground water levels of the project area. <br /> (4) The study shall be prepared by either a Registered Engineer, Registered Hydro-geologist, or <br /> another professional who is capable of addressing Environmental Health's concerns. A review <br /> fee of$267.00 is due at the time of submittal. (Resolution R-90-620) <br /> b. State on revised site plans the maximum number of employees the sewage disposal system is being <br /> designed for. In addition, show on revised plans that the leach field area will be barricaded so that it <br /> cannot be driven over, parked on, or used as a storage area. This leach field area must be used for <br /> that specific purpose only, and it cannot contain any underground utility lines. (Development Title <br /> Section 9-1110.4[c][5]) <br /> c. Construction of individual sewage disposal systems under permit and inspection by Environmental <br /> Health is required at the time of development. (Development Title Sections 9-1110.3 and 9-1110.4) <br /> d. Destroy any abandoned wells under permit and inspection by Environmental Health.
