2.Executive Summary <br /> The following environmental resources were found to have the potential of being significantly <br /> affected by the Proposed Project and have been addressed in greater detail in the Draft EIR. <br /> • Visual Resources • Air Quality <br /> • Agricultural Resources • Noise <br /> • Geology, Seismicity, and Soils • Transportation/Circulation <br /> • Biological Resources • Cultural Resources <br /> • Hydrology,Groundwater,and • Hazards and Hazardous Materials <br /> Water Quality • Cumulative Impacts <br /> 2.3 Issues Considered and Found Not To Be _ <br /> Significant <br /> Issues that were identified by the County as being less than significant and that will not be <br /> evaluated in the Draft EIR are discussed below: <br /> 2.3.1 Population and Housing <br /> The Proposed Project would not induce substantial population growth,either directly or — <br /> indirectly,as the majority of jobs created can be filled by local citizens.The site, rural in nature, <br /> will not displace a substantial number of existing housing or people. One rural residence and <br /> bam,owned and occupied by the owner of the property, will be moved to Parcel "A."Parcel "A" — <br /> includes Assessor's Parcel Numbers 265-010-17 and 265-010-18, which are within and adjacent <br /> to the project site but will not be mined or reclaimed as part of the Proposed Project.The two <br /> mobile homes on the Project site will be removed. Impacts will be less than significant. — <br /> 2.3.2 Public Services - <br /> The Proposed Project will not require special or additional public services.Existing water wells <br /> and septic tanks will be used for water and sewer at the project site. — <br /> Groundwater would be used exclusively during the initial phases of mining when aggregate <br /> extraction and processing is underway simultaneously with the establishment of the initial, — <br /> temporary silt pond. Under normal operations,the Project applicant would generate the majority <br /> of its water supply from processing water decanted and recycled within a series of proposed silt <br /> settlement ponds. Groundwater would supplement the processing water and, under normal — <br /> operations, account for approximately 25 percent of their required process water supply.When <br /> processing water from settlement ponds is not available, groundwater would be the sole source of <br /> process water supply.
