2.4 Alternatives to the Proposed Project
2.3.3 Recreation
The Proposed Project does not require, propose, or impact recreational facilities.
2.3.4 Utilities and Service Systems
The Proposed Project will connect to an existing power grid at the intersection of Koster and
Blewett Roads.Electrical service will be underground on the site and a transformer will be
located next to the aggregate processing facility. Fuel for the asphalt plant will be provided by
existing natural gas service. The Project would also utilize diesel fuel and gasoline for vehicle
fuel and back-up power generation. There would be two 10,000-gallon aboveground diesel fuel
tanks, and one 3,000-gallon aboveground gasoline tank.
r
The Proposed Project does not propose to connect to a wastewater system and will use on-site
septic systems.Water for the Proposed Project will be supplied by water from on-site wells.
Groundwater and surface water impacts are discussed in the Hydrology section of the EIR. The
Proposed Project is not expected to generate significant quantities of solid waste. Solid waste will
be collected in standard waste containers and will be picked up on a regular schedule by a local
garbage service. Silt waste products from the plant will be discharged into silt ponds. All runoff
from disturbed surfaces will either be directed to silt ponds or contained within the mining
excavations.
2.4 Alternatives to the Proposed Project
The purpose of the alternatives analysis in an EIR is to describe a range of reasonable alternatives
to the Proposed Project that could feasibly attain its objectives and to evaluate the comparative
r_ merits of the alternatives (CEQA Guidelines, Section 15126.6[a]).
Additionally, Section 15126.6(b)of the CEQA Guidelines requires consideration of alternatives
` that could avoid or substantially lessen any significant adverse environmental effects of the
Proposed Project, including alternatives that may be more costly or could otherwise impede the
project objectives. The range of alternatives considered must include those that offer substantial
environmental advantages over the Proposed Project and may be feasibly accomplished in a
successful manner considering economic, environmental, social, technological, and legal factors.
r
The CEQA Guidelines recommend that an EIR should briefly describe the rationale for selecting
the alternative to be discussed, identify any alternatives that were considered by the lead agency
but were rejected as infeasible, and briefly explain the reasons underlying the lead agency's
determination (CEQA Guidelines, Section 15126.6[c]).
The following alternatives are discussed in detail in Chapter 5, Alternatives to the Proposed
Project:
• Alternative I —No Project Alternative
. RMC Pacific Vernalis Quarry Mining and Reclamation Project 2-3 ESA/203015
Draft Environmental Impact Report May 2006
