3.6 Proposed Project Components <br /> r <br /> located in Phase II will be moved to Parcel "A," moved off-site, or demolished just prior to <br /> 6' mining that phase. The other structures(mobile homes) will he removed from the site. General <br /> debris will be recycled or removed from the site using roll-off debris containers. <br /> Scrapers and dozers will remove approximately 800,000 cubic yards of topsoil during each phase <br /> and stockpile it along the perimeter setbacks. The topsoil will be used in reclamation. Scrapers <br /> and dozers will strip the overburden,using it for the construction of building pads for the <br /> structures and for screening/landscape berms. The majority of the overburden will be stockpiled <br /> and used in reclamation. Other equipment used for clearing the site would be a water truck, <br /> ` grader and loader. <br /> Silt Pond Construction <br /> While mining Phase I,the Phase IVB area would be bermed to create a temporary silt pond using <br /> Phase I and Phase IVB overburden. Once mining is completed in Phase I,it would be used for <br /> L permanent silt containment and the silt temporarily contained in the Phase IVB area would be <br /> pumped into the Phase I silt pond. Once Phase IVB and Phase IVA are mined out,those pits will <br /> also become permanent silt ponds. If additional silt storage is needed during the course of mining, <br /> L the Phase V area would be used as a silt pond. Figures 3-3 and 3-4 show the locations of the <br /> temporary silt ponds. <br /> Recycled water from the silt ponds and well water would be used for water supply. Once the silt <br /> ponds are established,decanted waters from the silt pond would be used in washing the sand and <br /> gravel, with approximately 25 percent well water being used for washing. Well water would be <br /> used in washing sand and gravel until the silt ponds are in operation. <br /> L Landscaping and Screening <br /> Within a 50-foot setback along the northern portion of Koster Road and along Blewett Road,a <br /> landscape berm will be constructed out of overburden and topsoil removed from the initial mining <br /> r- phases. The berm along Koster Road will commence on the south side of Phase IX and extend <br /> northerly to Blewett Road with a break at the main entrance gate. The berm along Blewett Road <br /> will connect with the berm at the intersection with Koster Road and will extend easterly to the <br /> northeast comer of the Phase IVB area, and then extend approximately 700 feet along the easterly <br /> portion of the Phase IVB area. Existing trees will remain along a portion of the easterly side of <br /> the Phase IVB area. <br /> The applicant has completed a landscape plan that is available for review at the San Joaquin <br /> County Community Development Department, 1810 East Hazelton Drive, Stockton, California, <br /> and is incorporated herein by reference. The landscape berm will include a double row of trees <br /> and non-irrigated hydroseed mix that will serve to screen in part the plant facilities and act as a <br /> L <br /> noise barrier.The trees that could be included along the landscape berm include: coolibah tree <br /> (Eucalyptus microtheca), afghan pine(Pinus eldarica), Indian longleaf pine(Pinus roxburghii), <br /> L Lombardy poplar(Populus nigra Italica),and English oak(Quercus robur fastigiata).
