3.Project Description — <br /> 100 percent coverage in the area of the trees.The non-irrigated hydroseed mix would include — <br /> 80 percent Zorro fescue and 20 percent rose clover. The hydroseed mix would be applied at <br /> 55 pounds per acre. <br /> Site Access <br /> A paved entrance to the plant site would be constructed off of Koster Road approximately — <br /> 2,100 feet south of Blewett Road. The driveway will be paved at least 100 feet into the plant site. <br /> The on-site equipment and material haul roads would be unpaved. All employee and customer <br /> parking would be located at a designated parking zone, surfaced with asphalt and located on the — <br /> site within the Phase IX area, the plant site. Secondary access will be off Blewett Road at the <br /> Phase IVB area. The applicant proposes to participate in the funding of a new intersection at <br /> Interstate 5 and Blewett Road. Otherwise access to the freeways will be from Highway 132 and <br /> Bird Road. <br /> Utilities <br /> There are five known wells on the project site. Locations are shown on Figures 3-3 and 3-4, the <br /> Mining Plan (Options 1 and 2). There are three agricultural wells with a capacity of about <br /> 1,300 gallons per minute (gpm) each and two domestic wells with the capacity of 20 gpm each. <br /> Most likely Agricultural Wells No. 1 and No. 3 as well as Domestic Well No. 2 will remain <br /> operational.The other two wells will be abandoned.The wells will be connected to the plant <br /> facilities and office during the construction phase and provide water supply during the operation <br /> of the project. <br /> Grid power will be supplied by connecting to existing power at the intersection of Koster and <br /> Blewett Roads. Service will be underground on-site and a transformer will be located next to the <br /> aggregate processing site. Fuel for the asphalt plant will be provided by existing natural gas <br /> service. The Project would also utilize diesel fuel and gasoline for vehicle fuel and back-up power <br /> generation. There would he two 10,000-gallon aboveground diesel fuel tanks, and one — <br /> 3,000-gallon aboveground gasoline tank. <br /> There is no public sewer serving the project site. A new septic tank would be installed within the — <br /> plant site to service the office area and another tank would be installed to service the relocated <br /> house and barn. The existing septic tank/leach fields serving the house and barn would be <br /> removed during mining excavation. — <br /> Power, fuel and water usage are discussed below in Section 3.6.3. <br /> Site Drainage <br /> All disturbed surface runoff would either be directed to silt ponds or contained within the mining — <br /> excavations.
