3.6 Proposed Project Components <br /> r <br /> The overall mining would be self-contained, meaning that surface drainage would be directed to <br /> the open pits. As mining commences at the site,all storm water drainage would be directed to the <br /> operating pits. Water would be directed to the operating pits through a series of berms, ditches, <br /> pipes,and regrading to prevent erosion and sedimentation. Upon final reclamation, site drainage <br /> would drain towards the northeast and southeast corners where it would first pond in two separate <br /> sumps,then percolate into the ground. <br /> Dust Control <br /> During site preparation and grading, at least one water truck will provide dust suppression by <br /> watering internal roads, areas in advance of stripping and at placement of fill for berms and <br /> structure pads. Site preparation, stripping and grading will be conducted primarily during the wet <br /> ` season when the soil moisture is at its highest. The San Joaquin Valley Air Pollution Control <br /> District(SJVAPCD)rule 8020(Fugitive Dust Requirements for control of fine particulate matter <br /> equal to or less than 10 microns(PMto)from Construction,Demolition, Excavation and <br /> Extraction Activities)will apply during the project's construction phase. <br /> The mining operation will regulated by SJVAPCD Rule 8020. Dust suppression for the <br /> operations will include the watering of mining areas and haul roads by water trucks as necessary <br /> to reduce dust. Approximately 80,000 gallons per day of water will be used for dust suppression. <br /> In the mining operations,the water will be applied by a water truck at the pit face and along the <br /> haul roads. Spray bars will be located at the feed hopper and at the field conveyor transfer points. <br /> A bag house will be used on most crushers, dry screens,transfer points,and all plants to control <br /> airborne dust and emissions. A bag house is typically a large metal box that contains fabric filter <br /> "bags"to remove dust particles from the air. <br /> Piant Construction <br /> The plant construction will commence once the site preparation and grading of the plant site has <br /> been completed. The stationary plant will be constructed in the Phase IX area. The general plant <br /> layout is depicted in Figure 3-5. The general components of the aggregate plant include: <br /> • Primary crushing and screening tower <br /> • Surge pile <br /> • Three secondary and tertiary crushing and screening towers <br /> • Wet side washing and screening tower <br /> • Product stockpiles <br /> r` • Drive under product load-out tower <br /> • Radial stacker conveyor <br /> • Conveyors <br /> At its highest point,the aggregate plant will be 65 feet tall. The height limit for the agricultural <br /> zone is 35 feet for dwellings and buildings that are accessory to dwellings. However, "other <br /> structures"have no height limit.
