Topsoil from the stockpiles would be <br /> placed on all final reclaimed 2:1 slopes and would be revegetated with a non-irrigated hydroseed — <br /> mix consisting of 80 percent Zorro fescue and 20 percent rose clover.Pit bottoms would be <br /> graded smoothly and uniformly flat and revegetated with an agricultural crop. <br /> End Uses <br /> All reclaimed areas except for the slopes will be returned to land that can be used for agriculture. — <br /> Reclamation will be complete when the productive capability of the land is equivalent to or <br /> exceeds,for two consecutive crop years,that of the premining conditions or similar crop <br /> production in the area. The slopes will be open space. <br /> 3.7 List of Permits and Approvals - <br /> 3.7.1 Pending Approvals _ <br /> The SMARA was enacted in 1975, and mandates the California Department of Conservation, <br /> California Geological Survey (CGS)to identify and evaluate the mineral resources of the State, <br /> including sources of construction aggregate. One of the purposes of this mandate, and of SMARA <br /> itself, is to protect significant mineral deposits from potential loss due to incompatible land uses. <br /> Based on State Mining and Geology Board guidelines,CGS is authorized to map regions within — <br /> the State to classify areas with significant aggregate resources. <br /> The CGS Special Report 91-03,Mineral Land Classification: Aggregate Minerals of the South — <br /> Tracy Site, San Joaquin County indicates that different areas of the project site have various <br /> mineral land classifications. The eastern area of the project site has been classified as MRZ-3 <br /> (areas containing mineral deposits the significance of which cannot be evaluated from available — <br /> data),the southwest section has been classified as MRZ-2 (areas where adequate information <br /> indicates significant mineral deposits are present,or where it is judged that a high likelihood <br /> exists for their presence), with the remaining portions of the site being classified as MRZ-1 (areas — <br /> where adequate information indicates that no significant mineral deposits are present or where it <br /> is judged that little likelihood exists for their presence). <br /> SMARA requires the preparation of an acceptable reclamation plan and financial assurances for <br /> all surface-mining operations.
