3.6 Proposed Project Components <br /> 3.6.4 Reclamation <br /> The Applicant and its consultants have prepared a reclamation plan for the RMC Pacific Vernalis <br /> ` Quarry, dated October 2003, pursuant to the requirements of the Surface Mining and Reclamation <br /> Act(SMARA)and the County's mining ordinance. <br /> Phasing <br /> Reclamation would be completed within two years after a phase of mining is completed. Upon <br /> termination of mining activities at the quarry,the plant, office,and other structures and objects <br /> would be removed and the area graded and leveled. The processing plant, structures, and all of <br /> the processing equipment would be removed from the site. Buildings(offices, shops,etc.) would <br /> L be demolished and removed from the site. All concrete foundations would be excavated and <br /> removed and underground electrical conduit and water pipelines would be excavated, removed, <br /> and properly disposed of at an off-site location. Electrical equipment,transformers,power poles, <br /> and power lines would all be removed from the site. <br /> The two leased parcels(Phase II and III areas) would be reclaimed first and returned to <br /> agricultural use. All other areas,except the silt ponds would be mined and reclaimed back to <br /> agriculture use to the elevations shown on the Reclamation Plan. All silt ponds would be <br /> stabilized and capped with overburden to the same approximate elevation as Blewett Road and <br /> INN would be returned to agricultural use. In Phase IX, the silt ponds would be capped,the processing <br /> plant would be removed,and the plant site would be mined. At that time,a portable plant would <br /> be located on the capped silt pond(Phase IVA area) located north of the original plant site. <br /> "r <br /> Use of Top Soil and Overburden <br /> Once mining activities are complete, the site would be reclaimed to open space and agricultural <br /> uses. The slopes would be backfilled to 2:1 and hydroseeded. Excess topsoil would be placed at <br /> ` the bottom of the pits to enhance vegetative growth. The current depth of the topsoil and <br /> overburden over the project site averages five feet. The silt ponds would be capped to match the <br /> adjacent elevations.The other mined out pits would be 70 to 120 feet below the surface. The <br /> plant, office,and other structures and objects would be removed and areas graded smooth. Refer <br /> to Figure 3-6 and Figure 3-7 for the proposed reclamation plan (Reclamation Plan Option 1 and <br /> Reclamation Plan Option 2). <br /> V <br /> Topsoil would be distributed, watered, and graded to an approximately 6-to 9-inch thickness. <br /> After placement and grading are complete, the material would be track rolled(a method for the <br /> V compaction of soil on a slope to increase slope stability and establishment of vegetation) to <br /> prevent erosion and enhance seeding. The total volume of the topsoil would be 797,390 cubic <br /> yards. The final thickness would be less than the original thickness due to shrinkage, loss in <br /> handling, and intermixing.The total volume of overburden(other than topsoil) would be <br /> 6,644,917 cubic yards. It is estimated that the interbedded clays would be 14,730,000 cubic yards. <br /> The overburden and clays together total 21,374,917 cubic yards.
