3.7 List of Permits and Approvals <br /> environmental effects.The applicant and its consultants have prepared a reclamation plan for the <br /> project site dated October 2003 pursuant to the requirements of SMARA and the County's <br /> mining ordinance. <br /> The Project site would require discretionary agency approvals for the actions listed below; <br /> • San Joaquin County—Certification of the RMC Pacific Vernalis Quarry Mining <br /> and Reclamation Project EIR. <br /> • San Joaquin County—Approval of the Quarry Excavation Permit, the reclamation <br /> ` plan, and financial assurances for the project that must be in conformance with <br /> SMARA,the State Mining and Geology Board regulations for surface mining and <br /> reclamation practice(CCR Title 14,Ch. 8,Article 1, §3500 et seq.;Article 9 §3700 <br /> et seq.) and San Joaquin County ordinances. <br /> V <br /> • San Joaquin County—Encroachment permit shall be obtained for all work done on <br /> Hospital Creek. <br /> • San Joaquin County Environmental Health Department—Permitting for water <br /> well destruction, water well construction, and septic system installation. <br /> ` • Stanislaus County—Approval of the Surface Mining Use Permit,the reclamation <br /> plan, and financial assurances for the project that must be in conformance with <br /> SMARA,the State Mining and Geology Board regulations for surface mining and <br /> L reclamation practice(CCR Title 14,Ch. 8, Article 1, §3500 et seq.; Article 9 §3700 <br /> et seq.) and Stanislaus County ordinances. <br /> • Regional Water Quality Control Board(RWQCB)—National Pollutant Discharge <br /> Elimination System(NPDES)permits under Section 402 of the Clean Water Act <br /> (CWA). Under the NPDES permit a Storm Water Pollution Prevention Plan <br /> (SWPPP) must be prepared before any construction activities begin and permits must <br /> °i be obtained prior to operation of the plant, including the washwater ponds. <br /> • State Water Resources Control Board—Spill Prevention Control and <br /> Countermeasure Plan (SPCC)will be prepared for the site in accordance with 40 <br /> CFR 112 and the Above Ground Petroleum Storage Act(Health and Safety Code <br /> Section 25270).
