4.2 Land Use 4.2 Land Use 4.2.1 Introduction This section addresses land use issues related to the Vernalis Quarry Mining and Reclamation ` Project(project). Current land uses in the vicinity of the project site are discussed. Applicable 6. county plans and policies related to land use and planning are presented, and potential land use conflicts are identified. 4.2.2 Setting Existing and Adjacent Uses The project is located in central California's San Joaquin Valley,approximately 2.5 miles southwest of the town of Vernalis and 25 miles south of the City of Stockton (Figure 3-1). The project site encompasses 688 acres, 85 percent(590 acres) of which are located in unincorporated San Joaquin County, and 15 percent(98 acres)of which are located in unincorporated Stanislaus County (Figure 3-2). The project site is situated within Sections 4 and 9,Township 4 South,Range 6 East,Mount Diablo Baseline and Meridian.The lands are designated as San Joaquin County Assessor's Parcel Numbers 265-010-01, 265-010-15, 265-010-16, 265-010-07, 265-010-08, 265-010-17,and 265-010-18, and Stanislaus County Assessor's Parcel Numbers 16-003-02 and 16-003-01. Assessor's Parcel Numbers 265-010-17 and 265-010-18 are within the project site but will not be mined or reclaimed as part of the project. The majority of the property is owned by the Applicant, with exception of two parcels on the San Joaquin County side, which are owned by Mr.Jerry Costa. The Applicant owns the mineral rights for the entire site. The project site is located approximately two miles north and east of the junction of Interstate 580 and Interstate 5 and is approximately four miles from the foothills of the Coastal Range. Current land uses in the general vicinity of the site consist of orchard and field agriculture, low-density residential housing, and open space. Land uses adjacent to the project site include a drying/ composting operation owned by SunDry Products. This operation is located at the southwest boarder of the site near an inactive airstrip and the county line. A large pile of tires marks the end �. of the airstrip just off the proposed mining site. DSS Engineering Contractors operates an aggregate mining facility located approximately three-quarter mile west of the site across the Delta-Mendota Canal.The DSS mine is smaller than the proposed operation and is clearly visible from much of the proposed site and surrounding area. Several residences are located near the perimeter of the project site. There are five houses along Blewitt Road immediately east of the project site. These houses are within one-quarter mile of the proposed processing plant and have clear views of the entire site. At least three houses are located south of the project in Stanislaus County,near the abandoned air strip. These houses are approximately one-quarter mile from the southern boundary of the proposed mining area. A It.
