4.Environmental Analysis --` single house is located directly west of the project site, across the Delta-Mendota Canal. This — residence is located approximately 1,000 feet from the proposed mining area. The Rising Sun Elementary School is also located approximately 1.25 miles east of the site at the intersection of Welty and Spencer Roads. — The site is agricultural land,and is currently used for a combination of field crops and orchards. The northern area of the project site off Blewitt Road is an open field planted with bean crops. J The northeast comer of this field contains some dilapidated buildings and several large eucalyptus trees. The proposed processing plant would be located in this section of the site. Much of the rest of the site is planted in almond and apricot orchards. The younger fruit and nut bearing trees are clustered in the south and west,with older less productive trees in the east. Two large open fields are located in the interior of the property. A single residence is located at the — edge of one of these fields, approximately one-quarter mile east of the Delta-Mendota Canal,and one-half mile south of Blewitt Road. Under the project, this residence would be relocated to another location onsite before mining occurs. Applicable Land Use Plans and Policies — Eighty-five percent(590 acres)of the RMC Pacific Vernalis Quarry is located within unincorporated San Joaquin County. The San Joaquin County General Plan and Zoning Ordinance govern land use planning and policy issues for this portion of the project site. The remaining 15 percent(98 acres) of the project site is located in unincorporated Stanislaus County. This section of the site is subject to the plans and policies of the Stanislaus County General Plan and Zoning Code. San Joaquin County Land Use Designations The San Joaquin County portion of the project site is currently designated as General Agriculture (A/G) and Open Space Resource Conservation (OS/RC) under the San Joaquin County General Plan,as follows: General Agriculture — (a) Function: The General Agriculture land use designation will be considered in areas suitable for — agriculture outside areas planned for urban development where: (1) Soils are capable of producing a wide variety of crops and/or supporting grazing; — (2) Parcel sizes are generally large enough to support commercial agricultural activities; and (3) There exists a commitment to commercial agriculture in the form of Williamson Act contracts and/or capital improvements.
