4.Environmental Analysis — Agricultural Lands Policies: — Preservation of Agricultural Lands/Compatible Uses Policy 5 Agricultural areas shall be used principally for crop production, ranching, and — grazing. All agricultural support and non-farm uses shall be compatible with agricultural operations and shall satisfy the following criteria: (a) The use requires a location in an agricultural area because of unusual siting requirements, operational characteristics, resource orientation,or because it is providing a service to the surrounding agricultural area; (b) The operational characteristics of the use will not have a detrimental impact on the management or use of surrounding agricultural properties; (c) The use will be sited to minimize any disruption to the surrounding agricultural operations; and Policy 8 To protect agricultural land, non-agricultural uses which are allowed in the agricultural area should be clustered, and strip or scattered development should be avoided. Policy 10 Non-agricultural land uses at the edge of agricultural areas shall incorporate adequate buffers(e.g., fences and setbacks)to prevent conflicts with adjoining agricultural operations. Mineral Resources Objectives To provide for the production of extractive resources while protecting people,property,and the — environment from hazards caused by resource extraction. Mineral Resources Policies Mined lands shall be reclaimed as soon as reasonably possible. Open Space Objectives To preserve open space land for the contribution of commercial agriculture and productive uses, the enjoyment of scenic beauty and recreation, the protection and use of natural resources,and for protection from natural hazards. Open Space Policies Development may be permitted in Resource Conservation areas only if proposed uses will not have significant negative effects on the continued existence or use of the resource. San Joaquin County Zoning Code The San Joaquin County Zoning Ordinance currently designates the project site as AG-40, General Agriculture with a 40-acre minimum parcel size. Although lands under this designation are required to maintain a 40-acre parcel size, the project site includes two non-conforming lots. These lots (APNs 265-010-17 and 265-010-18) are the intended site for the relocated house and RMC Pacific Vemalis Quarry Mining and Reclamation Project 4.2-4 ESA 1203015 Draft Environmental Impact Report May 2006
