This zoning district is described below: AG: The General Agriculture(AG)Zone is established to preserve agricultural lands for r0 the continuation of commercial agricultural enterprises. This zone is intended to implement the General Agriculture land use designation of the General Plan. Division 6, Agricultural Zones,of the San Joaquin Zoning Ordinance provides specific uses and structures allowed 1110in this zone. Quarry operations are a conditional use within the AG zone, with approval of a Quarry ` Excavation Permit. San Joaquin County Multi-Species Habitat Conservation and Open Space Plan The key purpose of the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP), is to provide a strategy for balancing the need to conserve open space and the need to convert open space to non-open space uses while protecting the region's agricultural economy; preserving landowner rights;providing for the long-term management of plant, fish ` and wildlife species, especially those that are currently listed, or may be listed in the future, under the Federal Endangered Species Act(FESA)or the California Endangered Species Act(CESA); providing and maintaining open spaces which contribute to the quality of life of the residents of 1116 San Joaquin County; and,accommodating a growing population while minimizing costs to project proponents. i. The SJMSCP was designed to assist in the implementation of the resource management and open space management goals and policies of local general plans (including the City of Stockton). (San Joaquin Council of Governments, 1999). Refer to Section 4.8, Biological Resources for a more detailed discussion of the SJMSCP. Stanislaus County Land Use Designations The Stanislaus County portion of the project site is currently designated as Agriculture(AG). The Land Use Element of the Stanislaus County General Plan defines the Agriculture land use designation as follows: Intent: This designation recognized the value and importance of agriculture by acting to r preclude incompatible urban development within agricultural lands. It is intended for areas of land which are presently or potentially desirable for agricultural uses. These are typically areas which posses characteristics with respect to location, topography,parcel size, soil Its classification, water availability, and adjacent usage, which, in proper combination, provide a favorable agricultural environment. This designation establishes agriculture as the primary use in land so designated, but allows dwelling units, limited agriculturally related commercial services,agriculturally related light industrial uses, and other uses which by their unique nature are not compatible with urban uses, provided they do not conflict with the primary use. The Agriculture designation is also consistent with areas the General Plan has identified as suitable for open space or recreational use,and for ranchettes.
