4.Environmental Analysis _ Table 4.3-2 lists the active Williamson Act contracts within the proposed mining area along with — their associated renewal status. The contracts are located within San Joaquin County portion of the project site. As illustrated,two of the parcels within the proposed mining area are under non- renewal status(filed in 1995) with the contract scheduled to end in 2005. However, these parcels, consisting of approximately three acres near the southwestern corner of the project site,are the proposed site of relocation of the residence. Two parcels under Williamson Act contract comprise 156 acres(or 23 percent)of the project site. APN=Assessors Parcel Number SOURCE: San Joaquin County,2003 A review of the subject Williamson Act contract and Chapter 9-1810 of San Joaquin County's Zoning Ordinance indicates that Quarry Operations are considered a compatible use under the — Williamson Act [Section 9-1810.3(b)(1)(W)],subject to a discretionary permit. This County ordinance,however,stipulates that on Williamson Act contract lands,the subject land be rehabilitated for agricultural use following mining, as proposed under the project. SMARA Performance Standards for Reclamation Since a large majority of the site is classified as prime farmland, SMARA reclamation standards (Title 14 of the California Code of Regulations(Section 3707))for reclamation of prime agricultural land apply to this project,but only to the project where the Williamson Act contracts — exist is there any legal mandate to reclaim to an agricultural end use. § 3707.Performance Standards for Prime Agricultural Land Reclamation. In addition to the — standards for topsoil salvage,maintenance,and redistribution,the following standards shall apply to mining operations on prime agricultural lands where the approved end use is agriculture: _ (a) Mining operations which will operate on prime agricultural lands,as defined by the U.S. Soil Conservation Service, shall return all disturbed areas to a fertility level as specified in the approved reclamation plan. (b) When distinct soil horizons are present,topsoil shall be salvaged and segregated by defined A,B,and C soil horizons. Upon reconstruction of the soil,the sequence of — horizons shall have the A atop the B,the B atop the C,and the C atop graded overburden.
