4.Environmental Analysis _ <br /> Table 4.3-2 lists the active Williamson Act contracts within the proposed mining area along with — <br /> their associated renewal status. The contracts are located within San Joaquin County portion of <br /> the project site. As illustrated,two of the parcels within the proposed mining area are under non- <br /> renewal status(filed in 1995) with the contract scheduled to end in 2005. However, these parcels, <br /> consisting of approximately three acres near the southwestern corner of the project site,are the <br /> proposed site of relocation of the residence. This County <br /> ordinance,however,stipulates that on Williamson Act contract lands,the subject land be <br /> rehabilitated for agricultural use following mining, as proposed under the project. <br /> SMARA Performance Standards for Reclamation <br /> Since a large majority of the site is classified as prime farmland, SMARA reclamation standards <br /> (Title 14 of the California Code of Regulations(Section 3707))for reclamation of prime <br /> agricultural land apply to this project,but only to the project where the Williamson Act contracts — <br /> exist is there any legal mandate to reclaim to an agricultural end use. <br /> § 3707.Performance Standards for Prime Agricultural Land Reclamation. In addition to the — <br /> standards for topsoil salvage,maintenance,and redistribution,the following standards shall <br /> apply to mining operations on prime agricultural lands where the approved end use is <br /> agriculture: _ <br /> (a) Mining operations which will operate on prime agricultural lands,as defined by the <br /> U.S. Soil Conservation Service, shall return all disturbed areas to a fertility level as <br /> specified in the approved reclamation plan. <br /> (b) When distinct soil horizons are present,topsoil shall be salvaged and segregated by <br /> defined A,B,and C soil horizons.
