4.4 Transportation and circulation <br /> V <br /> Intersection of Koster Road and SR 132 <br /> The existing traffic volumes indicate that the intersection of Koster Road and SR 132 was <br /> operating at acceptable level of service at the time the counts were taken(January 2004). <br /> However, with seasonal adjustments the level of service for the northbound approach is LOS D, <br /> and based on cumulative conditions without the project the level of service for the northbound <br /> approach will remain LOS D. In the future without the project,the northbound and southbound <br /> ` approaches are both expected to experience LOS F conditions. The poor levels of service are <br /> primarily the result of the difficulty that would be experienced by drivers attempting to turn left <br /> or proceed through across both directions of SR 132. <br /> The future traffic volumes on Koster Road are expected to be minimal and it is not anticipated <br /> that traffic signal warrants will be met. Haul Route Option 2 will not be recommended by staff. <br /> Thus,under staff s approach,project traffic would not be allowed to make turning movements at <br /> this intersection or to use Koster Road at this location. <br /> L Intersection of Welty Road and SR 132 <br /> The existing traffic volumes indicate that the intersection of Welty Road and SR 132 was <br /> operating at acceptable level of service at the time the traffic counts were taken(January 2004), <br /> and the intersection is expected to continue to operate at an acceptable levels of service with the <br /> proposed project with either of the two proposed haul routes. Neither of the proposed haul routes <br /> would place project traffic on Welty Road. In the future without the project, the northbound <br /> ` approach to the intersection is expected to experience LOS F.The poor level of service is <br /> primarily the result of the difficulty that would be experienced by drivers on northbound Welty <br /> ` attempting to tum left. The future traffic volumes on Welty Road are expected to be minimal, and <br /> it is not anticipated that traffic signal warrants will be met. The intersection will ultimately be <br /> removed with construction of an expressway and freeway. <br /> Intersection of McCracken Road and SR 132 <br /> Existing traffic volumes indicate that the intersection of McCracken Road and SR 132 was <br /> operating at acceptable levels of service at the time the traffic counts were taken(January 2004), <br /> and the intersection is expected to continue to operate at an acceptable levels of service with the <br /> proposed project with either alternative haul routes.Neither of the proposed haul routes would <br /> ` place project traffic on McCracken Road. In the future without the project,the northbound and <br /> southbound approaches to the intersection are expected to experience LOS F.The poor levels of <br /> ` service are primarily the result of the difficulty that would be experienced by drivers attempting <br /> to turn left or proceed across both travel directions of SR 132. The future traffic volumes on <br /> McCracken Road are expected to be minimal, and it is not anticipated that traffic signal warrants <br /> ` will be met.
