4.4 Transportation and circulation
V
Intersection of Koster Road and SR 132
The existing traffic volumes indicate that the intersection of Koster Road and SR 132 was
operating at acceptable level of service at the time the counts were taken(January 2004).
However, with seasonal adjustments the level of service for the northbound approach is LOS D,
and based on cumulative conditions without the project the level of service for the northbound
approach will remain LOS D. In the future without the project, the northbound and southbound
` approaches are both expected to experience LOS F conditions. The poor levels of service are
primarily the result of the difficulty that would be experienced by drivers attempting to turn left
or proceed through across both directions of SR 132.
The future traffic volumes on Koster Road are expected to be minimal and it is not anticipated
that traffic signal warrants will be met. Haul Route Option 2 will not be recommended by staff.
Thus, under staff s approach, project traffic would not be allowed to make turning movements at
this intersection or to use Koster Road at this location.
L Intersection of Welty Road and SR 132
The existing traffic volumes indicate that the intersection of Welty Road and SR 132 was
operating at acceptable level of service at the time the traffic counts were taken(January 2004),
and the intersection is expected to continue to operate at an acceptable levels of service with the
proposed project with either of the two proposed haul routes. Neither of the proposed haul routes
would place project traffic on Welty Road. In the future without the project, the northbound
` approach to the intersection is expected to experience LOS F.The poor level of service is
primarily the result of the difficulty that would be experienced by drivers on northbound Welty
` attempting to tum left. The future traffic volumes on Welty Road are expected to be minimal, and
it is not anticipated that traffic signal warrants will be met. The intersection will ultimately be
removed with construction of an expressway and freeway.
Intersection of McCracken Road and SR 132
Existing traffic volumes indicate that the intersection of McCracken Road and SR 132 was
operating at acceptable levels of service at the time the traffic counts were taken(January 2004),
and the intersection is expected to continue to operate at an acceptable levels of service with the
proposed project with either alternative haul routes.Neither of the proposed haul routes would
` place project traffic on McCracken Road. In the future without the project, the northbound and
southbound approaches to the intersection are expected to experience LOS F.The poor levels of
` service are primarily the result of the difficulty that would be experienced by drivers attempting
to turn left or proceed across both travel directions of SR 132. The future traffic volumes on
McCracken Road are expected to be minimal, and it is not anticipated that traffic signal warrants
` will be met. The intersection will ultimately be removed with construction of an expressway and
freeway.
RMC Pacific Vernalis Quarry Mining and Reclamation Project 4.4-15 ESA 1203015
Draft Environmental Impact Report May 2006
