4.Environmental Analysis —" <br /> Interstate 5/SR 132 Interchange — <br /> Freeway weaving and ramp analyses indicate that the interchange is expected to operate at <br /> acceptable level of service through the year 2025 with the implementation of the project based on <br /> the projected traffic volumes. — <br /> Interstate 5/interstate 580 Interchange <br /> Freeway weaving and ramp analyses indicate that the interchange is expected to operate at <br /> acceptable levels of service through the year 2025 with the proposed project based on the <br /> projected future traffic volumes. — <br /> Interstate 580/SR 132 Interchange <br /> Freeway weaving and ramp analyses indicate that the interchange is expected to operate at <br /> acceptable levels of service through the year 2025 with the project,based on the projected traffic <br /> volumes. <br /> Mitigation Measures <br /> Measure 4.4.1a: Although the intersection of Koster and Blewett Roads is anticipated to — <br /> operate at acceptable levels of service with project implementation, the intersection will <br /> require widening to accommodate truck turning movements if access to the mining site is <br /> provided via Koster Road, or if Haul Route Option 2 is allowed. If the County allows the <br /> use of this haul route, the project sponsor would fund its fair share of this measure as a <br /> condition of approval of the project. Peters Engineering Group conducted a Fair-Share <br /> Percentage analysis as part of its Traffic Impact Study for this project. This analysis is <br /> contained in Appendix C. — <br /> Measure 4.4.1b: As a condition of approval, once in production,the applicant will he <br /> required to contribute an equitable share of the cost of the construction of a new <br /> interchange at SR 132 and Bird Road. The fee will consist of an initial contribution and a <br /> per ton—delivered-off-site fee,based on the equitable share of the project's traffic impact <br /> and quantity of delivered material. Caltrans has approved a Project Study Report for an <br /> interchange to replace the existing intersection.
