Improvements on the project site include a residential house and barn located on the privately-owned <br /> parcels off South Costa Ranch Road (formerly Koster Road). Other improvements include a mobile home <br /> and outbuilding located on the north side of Hospital Creek and two mobile homes located south of <br /> Hospital Creek. The house and barn would be relocated to another location on-site before mining occurs <br /> at their existing location. The mobile homes and outbuilding will be removed. <br /> The specific purposes and objectives of the Applicant in implementing the Proposed Project include: <br /> • Provide a reliable source of construction aggregate for the San Joaquin County and <br /> Stanislaus County areas. <br /> • Replace depleted resources at the Applicant's Tracy facility. <br /> • Provide a full range of aggregate products from one location. <br /> • Retain company employment associated with aggregate extraction and processing. <br /> • Maximize use of existing aggregate processing facilities and investments. For example, some <br /> of the aggregate plant processing equipment currently located at the Applicant's Tracy <br /> aggregate plant will be relocated to Vernalis when processing is discontinued at Tracy. Some <br /> of this relocated equipment will consist of scrubbers, coarse and fine material washers, <br /> dewatering screens, radial stackers, etc. <br /> • Retain company position and market share as a leading regional aggregate provider. <br /> Provide economical ready mix concrete and asphalt for the local market. <br /> • Recycle broken concrete and asphalt pavement into base material rather than having this <br /> material go to a landfill. <br /> Proposed Project Components <br /> The Applicant proposes to conduct a phased mining program that would excavate pit run material and <br /> convey it to an on-site central processing plant. There will be eight phases, with each phase mined <br /> separately and in a different location on the project site. In addition to mining, PhaseVlll will include the <br /> initial, up-front installation of the processing plants, scales and other facilities. Mining will begin with <br /> Phase I, and once Phase I is completed the extraction would proceed to Phase II and continues in <br /> numerical order until Phase VIII is mined. Refer to Figure 3-3 for the proposed mining plan (Option 1) and <br /> the location of the separate phases. Silt products from the plant would be discharged into silt ponds. <br /> Phase VII will be used as a temporary silt pond until Phase I mining is completed. At that time, the silt <br /> pond will be moved to the eastern portion of Phase I, and mining will continue with Phase II and progress <br /> in order. All disturbed surface runoff would either be directed to silt ponds or contained within the mining <br /> excavation. Reclamation will also follow in the mining order, starting with Phase II (Phase I will be <br /> reclaimed when mining is completed and the silt pond is no longer necessary).
