Phase VII, the processing plant will be temporarily moved to the western portion of Phase I to allow <br /> mining of Phase VIII. All processing equipment will be removed upon final reclamation. <br /> The proposed mining operation would consist of the extraction of a maximum of 1.7 to 4.0 million <br /> tons per year of aggregate materials (sand and gravel) over a 26- to 60-year time period, depending <br /> on market conditions. Mining would begin approximately one year after San Joaquin County and <br /> Stanislaus County approve the project and would initially utilize a portable aggregate processing <br /> plant while the stationary plant is constructed. The operation would be open pit, sand and gravel <br /> harvesting and processing. A mining plan was developed based on reviewing over 35 soil borings <br /> completed on the Project site. Mining depths would vary from 70 to 120 feet below ground surface, <br /> depending on the groundwater level. No mining would occur in the groundwater aquifer. <br /> In addition to the mining operation, the project would include a processing plant, a ready <br /> mix concrete plant, an asphalt plant, recrushing/recycling of broken concrete and office facilities. The <br /> maximum hours of operation for both excavation and processing would be 24 hours per day, six days <br /> per week (Monday through Saturday), with maintenance occurring on Sundays. <br /> A paved entrance to the plant and office site would be constructed off Koster Road. A landscaping screen <br /> would be developed within a 50-foot setback along Blewett Road and the northern portion of Koster <br /> Road, from Blewett Road to the entrance of the mining facility, to screen operations from the roadways. <br /> The entire site would be enclosed with either existing or new fencing. Figure 3-3 depicts the locations, <br /> features, and phases of the proposed mining operation. <br /> Site Preparation and Construction <br /> Site Clearing and Grading <br /> Mining would be initiated by first clearing and grubbing the project site of vegetation, trees, structures and <br /> debris. The trees and vegetation will be mulched by an outside contractor and used in the on-site <br /> landscaping. Excess mulch will be removed from the site. The house and barn located in Phase II will be <br /> moved to Parcel 'A" moved off-site, or demolished just prior to mining that phase. The other structures <br /> (mobile homes)will be removed from the site. General debris will be recycled or removed from the site <br /> using roll-off debris containers. <br /> Scrapers and dozers will remove approximately 800,000 cubic yards of topsoil during each phase and <br /> stockpile it along the perimeter setbacks. The topsoil will be used in reclamation. Scrapers and dozers will <br /> strip the overburden, using it for the construction of building pads for the structures and for <br /> screening/landscape berms. The majority of the overburden will be stockpiled and used in reclamation. <br /> Other equipment used for clearing the site would be a water truck, grader and loader. <br /> San Joaquin County QX-01-2\Lonestar California <br /> Community Development Page 3 <br />
