4.Environmental Analysis <br /> Haul Route 3 — <br /> Impact 4.4.5: Implementation of Haul Route 3 could result in level of service impacts at the <br /> intersection of SR 33 and Welty Road.This impact is less than significant. _ <br /> After completion of the draft traffic impact study for the project,a third potential haul route was <br /> identified. A technical memorandum addressing the implementation of the third haul route is <br /> included in its entirety in Appendix C,Part iii, of this EIR. The third haul route consists of: <br /> Haul Route 3: This alternative involves trucks leaving the site and traveling north on Koster — <br /> Road to Blewett Road,east on Blewett Road to Welty Road, north on Welty Road to <br /> SR 33,northwesterly on SR 33 to Interstate 5 and further destinations (see Appendix C, <br /> Part iii,Figure 1). — <br /> The supplemental traffic analysis specifically evaluated the potential effects of implementation of <br /> Haul Route 3 on the intersection of SR 33 and Welty Road. Existing conditions for all approaches <br /> to the SR 33 and Welty Road intersection are currently operating at LOS A. Under the cumulative <br /> with Haul Route 3 conditions,the LOS for the northbound and southbound approaches would <br /> reduce to LOS B,while the other approaches remain at LOS A. Likewise, under the future(2025) <br /> with Haul Route 3 conditions,the northbound approach would be at LOS C,the southbound <br /> approach would be at LOS B and the other approaches would remain at LOS A. All are <br /> considered acceptable levels of service. Thus, implementation of Haul Route 3 would result in — <br /> less-than-significant impacts to the intersection of SR 33 and Welty Road.
