Silt Pond Construction <br /> While mining Phase I, the Phase IVB area would be bermed to create a temporary silt pond using Phase I <br /> and Phase IVB overburden. Once mining is completed in Phase I, it would be used for permanent silt <br /> containment and the silt temporarily contained in the Phase IVB area would be pumped into the Phase I <br /> silt pond. Once Phase IVB and Phase IVA are mined out, those pits will also become permanent silt <br /> ponds. If additional silt storage is needed during the course of mining, the Phase V area would be used <br /> as a silt pond. Figure 3-3 shows the locations of the temporary silt ponds. <br /> Recycled water from the silt ponds and well water would be used for water supply. Once the silt ponds <br /> are established, decanted waters from the silt pond would be used in washing the sand and gravel, with <br /> approximately 25 percent well water being used for washing. Well water would be used in washing sand <br /> and gravel until the silt ponds are in operation. <br /> Landscaping and Screening <br /> Within a 50-foot setback along the northern portion of Koster Road and along Blewett Road, a landscape <br /> berm will be constructed out of overburden and topsoil removed from the initial mining phases. The berm <br /> along Koster Road will commence on the south side of Phase IX and extend northerly to Blewett Road <br /> with a break at the main entrance gate. The berm along Blewett Road will connect with the berm at the <br /> intersection with Koster Road and will extend easterly to the northeast corner of the Phase IVB area, and <br /> then extend approximately 700 feet along the easterly portion of the Phase IVB area. Existing trees will <br /> remain along a portion of the easterly side of the Phase IVB area. <br /> The applicant has completed a landscape plan (Figures L-1 and L-2). The landscape berm will include a <br /> double row of trees and non-irrigated hydro seed mix that will serve to screen in part the plant facilities <br /> and act as a noise barrier. The trees that could be included along the landscape berm include: coolibah <br /> tree(Eucalyptus microtheca), afghan pine (Pinus eldarica), Indian longleaf pine (Pinus roxburghh), <br /> Lombardy poplar(Populus nigra italica), and English oak (Quercus robur fastigiata). The trees would be <br /> drip irrigated by an automatic and seasonally adjusted irrigation system providing 100 percent coverage <br /> in the area of the trees. The non-irrigated hydroseed mix would include 80 percent Zorro fescue and 20 <br /> percent rose clover. The hydroseed mix would be applied at 55 pounds per acre. <br /> Site Access <br /> A paved entrance to the plant site would be constructed off of Koster Road approximately 2,100 feet <br /> south of Blewett Road. The driveway will be paved at least 100 feet into the plant site. The on-site <br /> equipment and material haul roads would be unpaved. All employee and customer parking would be <br /> located at a designated parking zone, surfaced with asphalt and located on the site within the Phase IX <br /> area, the plant site.
