4.5 Noise <br /> It is noted that the San Joaquin County Development Title transportation-related exterior noise <br /> 6. level thresholds in Table 4.5-1 do not apply to this analysis because the project does not fall <br /> within the definition of a transportation facility. Although the EIR relies upon the criteria set forth <br /> in Table 4.5.1 (Part 1) for purposes of evaluating the significance of impacts, for zoning purposes <br /> tr those criteria will only apply to noise near the new interchange, and there are no sensitive noise <br /> receptors in that location. <br /> As seen in Table 4.5-5, under the Haul Route Option 1, Segment 8, would experience a noise <br /> increase of 8.8 dBA, and could affect residence R 10 located near the southeast corner of the <br /> Blewett Road/1-5 crossing,which is shown on Figure 4.5-2.This would be a significant impact. <br /> As seen in Table 4.5-5, under Haul Route Option 2,noise levels along Segment 5 and Segment 8 <br /> would increase by about 8.7 dBA and 6.1 dBA, respectively, and therefore would be considered a <br /> significant impact.This could affect residence RIO located near the southeast comer of Blewett <br /> Road/I-5 crossing and residence R9 located on the east side of Segment 5, which is shown on <br /> Figure 4.5-2. <br /> As seen in Table 4.5-5, under Haul Route Option 3, noise levels along Segments 1,2, 3, and 9 <br /> r. would increase by about 12.5 dBA, 18.3 dBA, 11.8 dBA,and 10.1 dBA, respectively,and <br /> therefore would be a significant impact. There are eight residences along Segment 2, two <br /> residences along Segment 3, and approximately four residences at the intersection of Welty and <br /> State Route 33 and an additional four residences further along Segment 9 that could be affected <br /> by the estimated increases in noise levels from project truck traffic. <br /> As seen in Table 4.5-5,cumulative traffic in combination with the project would significantly <br /> increase noise levels under all three haul route options along the majority of the modeled roadway <br /> segments. The significant project-related increases in noise levels along Segment 1 and 8 under <br /> Haul Route Option 1,along Segments 1, 5 and 8 under Haul Route Option 2, and along <br /> Segments 1, 2, 3, and 9 under Haul Route Option 3 would be incremental effects that are <br /> cumulatively considerable at these locations. <br /> Mitigation Measures <br /> Measure 4.5.3: Depending on the selected Haul Route Option, the Applicant shall notify <br /> the homeowners (located along the roadway segments that would experience significant <br /> traffic-related noise)of the noise impacts associated with the traffic from project <br /> ` operations. <br /> At the request of homeowners along the affected segments(limited to a reasonable number <br /> of complaints as determined by the County and not to exceed once a year), the Applicant <br /> shall retain a qualified acoustical consultant to evaluate outdoor activity area and interior <br /> noise levels to determine if roadway traffic associated with the project is resulting in <br /> exterior noise levels that exceed 65 dBA DNL or interior noise levels that exceed 45 dBA <br /> DNL(the exterior and interior noise level standards contained in the San Joaquin County <br /> Development Title, respectively).For interior noise measurements, residences with air- <br /> conditioning units will be evaluated with windows closed; residences with no air <br /> ` conditioning units will be evaluated with windows open if that is the normal operating <br /> condition. <br /> V RMC Pacific Vernalis Quarry Mining and Reclamation Project ESA/203015 <br /> Draft Environmental Impact Report May 2006 <br />
