4.Environmental Analysis — <br /> PMIo standard in 2002, pursuant to the Children's Environmental Health Protection Act. The — <br /> revised PMto standard is 20 pg/m'for an annual average. In addition,CARB adopted a PM2.5 <br /> standard set at 12 pg/m'for an annual average. <br /> Hydrogen Sulfide <br /> Hydrogen sulfide is found in nature around some hot springs,geothermal sources, and oil fields <br /> (sour gas). It is also produced by anaerobic decomposition,and is sometimes called swamp gas. <br /> The human nose can detect 112S at concentrations well below toxic levels. Heavier than air, this <br /> gas is considered obnoxious and unpleasant. At higher levels,it desensitizes the nose,and can be <br /> fatal because it blocks oxygen uptake by the blood.Mainly a health threat to industrial workers, <br /> hydrogen sulfide is usually regulated to eliminate nuisance for nearby residents or property <br /> owners. California has established state ambient air quality standard for hydrogen sulfide of <br /> 0.03 ppm(42µg/m'). <br /> Toxic Air Contaminants <br /> Toxic air contaminants (TACs) are pollutants that are associated with acute,chronic,or <br /> carcinogenic effects but for which no ambient air quality standard has been established. TAC — <br /> impacts are evaluated by determining if a particular chemical poses a significant risk to human <br /> health and, if so, under what circumstances. The ambient background of TACs is the combined <br /> result of many diverse human activities, including operation of gasoline stations, refineries, <br /> automobiles, as well as industrial operations and painting operations. In general, mobile sources <br /> (such as diesel)contribute more significantly to health risks than stationary sources. <br /> Odors and Nuisances <br /> Though offensive odors from stationary sources rarely cause any physical harm,they still remain <br /> unpleasant and can lead to public distress generating citizen complaints to local governments.The <br /> occurrence and severity of odor impacts depend on the nature,frequency and intensity of the — <br /> source; wind speed and direction; and the sensitivity of receptors. The CEQA Guidelines <br /> recommend that odor impacts be considered for any proposed new odor sources located near <br /> existing receptors, as well as any new sensitive receptors located near existing odor sources. — <br /> Generally,increasing the distance between the receptor and the source will mitigate odor impacts. <br /> Regulatory Agencies — <br /> Air quality within the SJVAB is addressed through the efforts of various federal, state,regional, <br /> and local government agencies. The air quality management agencies with jurisdiction over the — <br /> air quality conditions of the project area include the U.S. EPA, GARB, and the Valley Air <br /> District. The U.S.EPA has established federal ambient air quality standards for which CA-RB and <br /> the Valley Air District are also responsible for ensuring that state ambient air quality standards <br /> are met. <br /> U.S. EPA is responsible for implementing programs established under the federal Clean Air Act, <br /> such as establishing and reviewing the national ambient air quality standards and judging the <br /> RMC Pacific Vernalis Quarry Mining and Reclamation Project ESA 1203015 <br /> Draft Environmental Impact Report May 2006 <br />
