4.Environmental Analysis — Ambient air quality standards are periodically reviewed in light of the results of ongoing research. — In June of 1997,U.S. EPA reaffirmed the national PMIo standard,established a new standard for "fine" particulate matter(PM2.5),and changed the 1-hour ozone national standard of 0.12 to an 8- hour standard of 0.08 ppm. The federal I-hour ozone standard continues to apply in areas that — violated that standard before the federal 8-hour standard was adopted. The federal Clean Air Act also requires nonattainment areas to prepare air quality plans that — include strategies for achieving attainment. Air quality plans developed to meet federal requirements are referred to as SIPS. The California Clean Air Act also requires plans for nonattainment areas with respect to the state standards. Thus,just as areas in California have two — sets of designations, many also have two sets of air quality plans: one to meet federal requirements relative to the national standards and another to meet state requirements relative to the state standards. Effective June 1, 1995,the urbanized areas of Bakersfield, Fresno, Modesto, and Stockton were redesignated as attainment zones for the federal CO standard. The SJVAB is an attainment or unclassified zone for the other ambient air quality standards. As noted above, federal and state air quality laws require regions designated as nonattainment to prepare plans that either demonstrate how the region will attain the relevant standard or that demonstrate reasonable improvements in air quality conditions. A series of air quality plans has — been developed for the SJVAB. The following describes the most current federal and state air quality plans as they apply to the Project site: • Fxtreme Ozone Attainment Demonstration Plan(adopted October 28, 2004). The — Extreme Ozone Attainment Demonstration Plan sets forth the emission reductions and timeline for attaining the federal 1-hour ozone ambient air quality standards in the _ SJVAB by November 15, 2010. • 2002 and 2005 Rate of Progress Plan (adopted May 16,2002 and amended December 31,2002). In the SJVAB's redesignation to severe nonattainment, U.S.EPA — required the District to submit rate of progress plans(ROP)for 2002 and 2005 by May 31,2002. ROPs must demonstrate that ozone precursor emissions are reduced at a rate of 3 percent per year, averaged over three-year periods.The new ozone attainment demonstration plan includes adopted regulations, and/or enforceable commitments to adopt and implement control measures in regulatory form by specified dates sufficient to make the required rate of progress and to attain the I-hour ozone standard. • The Federal Ozone Attainment Demonstration Plan(adopted November 14, 1994,and amended 2001). This plan establishes the regulatory framework needed to bring the SJVAB into compliance with the national standards for ozone. This plan also satisfies the — triennial review requirement for State standards under the California Clean Air Act. • California Clean Air Act Triennial Progress Report and Plan Revision 1997-1999. This _ plan identifies the SJVAB as both a source and receptor of transported ozone and concludes that attainment of the State ozone standard will not occur until upwind areas, such as the San Francisco Bay Area and the Sacramento Valley Air Basins, substantially reduce their emissions of ozone precursors. — RMC Pacific vernalis Quarry Mining and Reclamation Project 4.6-8 ESA/203015 Draft Environmental Impact Report May 2006
