4.6 Air Quality <br /> ion <br /> • 2000 Ozone Rate of Progress Report(Adopted April 20, 2000 and amended April 27, <br /> h. 2000). To demonstrate that the milestones are being achieved, U.S.EPA required districts <br /> to prepare rate of progress plans. Under this requirement, the District submitted a 1993 <br /> Rate of Progress Plan 1 (1993 ROP)covering the six years from 1991 through 1996, and <br /> ` a Post-1996 Rate of Progress Plan(Post-1996 ROP) 2 that covers 1997 through 1999. <br /> The purpose of this report is to demonstrate that the target level of emissions or <br /> milestones for 1997 through 1999(9%)and for 1990 through 1999(24%)have been met. <br /> • California Clean Air Act Annual Progress Report 2000(adopted February 27, 2001). <br /> Section 40924(a)of the California Health and Safety Code requires each air district to <br /> submit an annual report to CARB that summarizes its progress in meeting the schedules <br /> for developing, adopting and implementing the air pollution control measures in the Air <br /> Quality Attainment Plan (AQAP). <br /> • 2003 PM10 Attainment Demonstration Plan. This plan establishes the regulatory <br /> framework in order to bring the SJVAB into compliance with the national standards for <br /> PMto by the end of 2010, as prescribed by the U.S. EPA(SJVAPCD, 2003). Note, the <br /> 2006 PMIg Attainment Demonstration Plan is due to U.S. EPA by March 31, 2006. <br /> r <br /> • 1992 Federal Attainment Plan for Carbon Monoxide.This plan establishes the regulatory <br /> framework needed to bring the SJVAB into compliance with the national standards for <br /> CO. This plan demonstrates that CO attainment has already been achieved. <br /> Rules and Regulations <br /> California Air Resource Board <br /> In August 1998, CARB identified particulate emissions from diesel-fueled engines(diesel <br /> particulate matter or DPM)as TACs. CARB developed the Risk Reduction Plan to Reduce <br /> Particulate Matter Emissions from Diesel-Fueled Engines and Vehicles and the Risk <br /> Management Guidance for the Permitting of New Stationary Diesel-Fueled Engines.The Board <br /> ` approved these documents on September 28,2000. The documents represent proposals to reduce <br /> diesel particulate emissions, with the goal to reduce emissions and the associated health risk by <br /> ` 75 percent in 2010 and by 85 percent in 2020. The program aims to require the use of state-of- <br /> the-art catalyzed diesel particulate filters and ultra low sulfur diesel fuel. <br /> In December 2000, the U.S. EPA promulgated regulations requiring that the sulfur content in <br /> motor vehicle diesel fuel be reduced to less than 15 ppm by June 1,2006. Control of DPM <br /> emissions focuses on two strategies: reducing the amount of sulfur in diesel fuel and developing <br /> L filters for operating diesel engines to reduce the amount of particulate matter that is emitted. <br /> Secondly,the U.S. EPA finalized a comprehensive national emissions control program,the 2007 <br /> Highway Diesel(HD 2007) program, which regulates highway heavy-duty vehicles and diesel <br /> v fuel as a single system. Under the HD 2007 program,the U.S. EPA established new emission <br /> standards that would significantly reduce PM and NO.from highway heavy-duty vehicles. <br /> In May 2003,the U.S. EPA proposed new emission standards for nonroad diesel engines and <br /> sulfur reductions in nonroad diesel fuel that would dramatically reduce emissions attributed to <br /> nonroad diesel engines.
