4.6 Air Quality <br /> r <br /> • All disturbed areas, including storage piles that are not being actively used for <br /> ` construction purposes shall be effectively stabilized using water, chemical stabilizer/ <br /> suppressant, or vegetative cover. <br /> • All onsite unpaved roads and off-site unpaved access roads shall be effectively <br /> stabilized using water or chemical stabilizers/suppressants. <br /> • All land-clearing grubbing, scraping,excavation, land leveling,grading,cut and fill, <br /> and demolition activities shall be effectively controlled using water or by presoaking <br /> to control dust emissions. <br /> ` • When materials are transported off site, all material shall either be covered or wetted <br /> to limit visible dust emissions. Alternatively,the applicant or the applicant's <br /> contractor shall maintain at least 6 inches of freeboard space from the top of the <br /> container to the material. <br /> • All operations shall limit or expeditiously remove the accumulation of mud or dirt <br /> from adjacent public streets at least once every 24 hours when operations are <br /> occurring. The use of dry rotary brushes is expressly prohibited except where <br /> preceded or accompanied by sufficient wetting to limit the visible dust emissions. <br /> The use of blower devices is expressly forbidden. <br /> • Following the addition of materials to,or the removal of materials from, the surface <br /> of outdoor storage piles; piles shall be effectively stabilized from creating fugitive <br /> dust emissions using water or chemical stabilizer/suppressant. <br /> • Within urban areas,trackout shall be immediately removed when it extends 50 or <br /> more feet from the site and at the end of each workday. <br /> • Any site with 150 or more vehicle trips per day shall prevent carryout and trackout. <br /> • The project shall retain an onsite air quality monitor during periods of construction- <br /> related activity to ensure compliance with the Valley Air District's Regulation VIII <br /> control measures.The monitor must be familiar with the Valley Air District's <br /> Regulation VIII Fugitive PMio Prohibitions, including implementation of all feasible <br /> control measures specified in the Valley Air District's Guide for Assessing Air <br /> Quality Impacts.The monitor will provide status reports and report all air quality <br /> violations to the County and the Valley Air District. <br /> The following additional control measures shall be applied to further mitigate PMto impacts: <br /> • Limit traffic speeds on unpaved roads to 15 mph. <br /> • Install sandbags or other erosion control measures to prevent silt runoff to public <br /> roadways from sites with slope greater than one percent. <br /> The following additional control measures are strongly encouraged(as this project is near <br /> sensitive receptors): <br /> r <br /> • Install wheel washers for all exiting trucks,or wash off all trucks and equipment <br /> leaving the site. <br /> • Install wind breaks at windward side(s) of construction sites. <br /> V RMC Pacific vernalis Duany Mining and Reclamation Project - ESA/203015 <br /> Draft Environmental Impact Report May 2006 <br />
