4.11 Hazards and Hazardous Materials <br /> L <br /> San Joaquin County prepared a 14WMP in November 1988. The HWMP is intended to serve as <br /> `' the primary planning document for hazardous waste management in the County. The HWMP <br /> analyzes the hazardous waste situation within the County and makes recommendations. The <br /> recommendations within the HWMP encourage a variety of administrative programs to monitor <br /> and encourage hazardous waste reduction and to educate and inform hazardous waste generators <br /> and the public concerning hazardous waste problems. <br /> The Public Health and Safety Element of the San Joaquin County General Plan (adopted 1992, <br /> amended 2002) contains policies regarding hazardous materials and wastes and emergency <br /> preparedness. The following policies are contained in the General Plan: <br /> Hazardous Materials and Wastes <br /> ., Policy 1 Hazardous materials and wastes shall not contaminate air or water resources or <br /> soils. <br /> iPolicy 2 The use, storage and disposal of hazardous materials and wastes shall be <br /> controlled to prevent harm to individuals. <br /> Policy 3 Land uses and structures which contain hazardous materials or wastes which <br /> may be a safety hazard for nearby areas shall be located away from existing <br /> and planned populated areas. <br /> ` Policy 4 The use of hazardous materials and the creation of hazardous wastes shall be <br /> minimized. <br /> Policy 5 All development shall be consistent with the County's Waste Management <br /> Plans. <br /> Emergency Preparedness <br /> Policy 5 Adequate primary and alternative access for emergency vehicles shall be <br /> provided to all new developments and maintained for existing development. <br /> r <br /> Stanislaus County Plans and Policies <br /> Stanislaus County prepared a HWMP in the early 1990s. The HWMP is a guideline for <br /> managing hazardous waste in the County. <br /> The Safety Element of the Stanislaus County General Plan (1994)contains policies regarding <br /> hazardous materials and other safety hazards. The following policies are contained in the General <br /> Plan: <br /> ..
