4. Environmental Analysis — 4.11 .3 Impacts and Mitigation Measures Significance Criteria Based on the CEQA Guidelines Appendix G, and the professional judgment of San Joaquin County staff and their consultants, a project would generally be considered to have a significant — adverse environmental impact if it would create a potential public health hazard; involve the use, production,or disposal of materials that pose a hazard to people, animal or plant populations in the area affected; or if it would interfere with emergency response plans or emergency evacuation plans. For the purposes of this EIR, development of the project would be considered to result in — significant impacts if it would: • Create a significant hazard to the public or the environment through the routine transport, — use, or disposal of hazardous materials; • Create a significant hazard to the public or the environment through reasonably foreseeable upset and accident conditions involving the release of hazardous materials into the — environment; • Emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or waste within one-quarter mile of an existing or proposed school (no schools are located — within one-quarter mile of the project site); • Be located on a site which is included on a list of hazardous materials sites compiled _ pursuant to Government Code Section 65962.5 and, as a result, would create a significant hazard to the public or the environment; • Impair implementation of or physically interfere with an adopted emergency response plan or emergency evacuation plan; or • Expose people or structures to a significant risk of loss or injury involving wildland fires. Impact 4.11.1: There is the potential for existing and/or previously unidentified contamination to be encountered during project site preparation,construction activities, and mining activities. A leaking underground storage tank site (Fallon Tank Company) was identified in the database search as being located near the intersection of Koster Road and Blewett Road. The exact location could not be determined. The agencies who would — oversee this type of case were contacted. There are no records on file for this site with the Department of Toxic Substances Control,the Regional Water Quality Control Board,or the San Joaquin County Environmental Health Department. Encountering contaminated _ soil,surface water,and groundwater without taking proper precautions could result in the exposure of construction workers and consequently result in associated significant adverse human health and environmental impacts. (Potentially significant) No obvious signs of contamination were noted at the project site. However, several large trucks, agricultural equipment, vehicles, and a few old tanks are stored on the site which could have _ leaked fuel and other fluids onto the ground. There are several above ground fuel storage tanks and an above ground waste oil tank on the project site.
