4.11 Hazards and Hazardous Materials lr A SPCC will be required to be prepared for the site in accordance with 40 CFR 112, and the State Aboveground Petroleum Storage Act program. The SPCC Plan will address the liquid petroleum products that are stored and used at the site,and provide the procedures for the prevention of discharge of the products into any on-site waters. As required by the RWQCB, the tanks would have secondary containment consisting of a concrete berm that will have a capacity to contain 110 percent of the tank size. The Mine Safety Orders, Section 6982,Materials Storage and Handling, would be complied with for all hazardous materials and compressed gas cylinders at the project site. The regulations r require the following: • Materials shall be stored in conformance with the Housekeeping and Maintenance Standards of the General Industry Safety Orders. • Hazardous materials shall be stored and handled in conformance with Hot, Flammable, Poisonous,Corrosive, and Irritant Substances Standards of the General Industry Safety Orders. • Hazardous materials shall be labeled in conformance with the Labeling of Injurious Substances Standards of the General Industry Safety Orders. r • Compressed and liquid gas cylinders shall be stored and/or secured in conformance with the General Industry Safety Orders. • Valves on compressed gas cylinders shall be protected by covers when being transported or stored,and by a safe location when the cylinders are in use. Mitigation Measure: None required. Impact 4.11.4: Exposure of the existing and future residents near the project area to •• potentially high levels of nuisance and disease vectoring mosquitoes from the addition of silt ponds and mining pits that could contain storm water on the project site would be a significant health hazard. Mosquitoes are vectors of diseases such as malaria,encephalitis, .. west Nile virus,and canine heartworm disease. (Potentially significant) Mitigation Measure Measure 4.11.4: The silt ponds and the mining pits proposed as a part of the project should be properly designed and maintained so that they do not breed mosquitoes. The design and maintenance of the basins should be done in consultation with the San Joaquin County Mosquito Abatement District and the East Side Mosquito Abatement District in Stanislaus County. r Impact Significance After Mitigation: Less than significant.
