4.12 Visual Resources <br /> Resources Element <br /> Objective 1 To preserve open space for the continuation of commercial agricultural and <br /> productive uses,the enjoyment of scenic beauty and recreation,the protection <br /> and use of natural resources, and for the protection of natural hazards. <br /> b. <br /> Policy 13 Development proposals along scenic routes shall not detract from the visual <br /> and recreational experience. <br /> Implementation <br /> Scenic Route Require landscape plans for development in the viewshed of the scenic route. <br /> 6 <br /> Enhancement 7B <br /> .. San Joaquin County Code <br /> Chapter 9-1020 of the San Joaquin County Development Title prescribes landscaping standards to <br /> I•' protect public security and safety,conserve and protect property, and improve the general <br /> appearance of San Joaquin County. The Development Title contains regulations regarding the <br /> composition, water efficiency,plant selection of landscaping vegetation, along with standards for <br /> earthen berms, irrigation, erosion control, and landscaping maintenance. All landscaping plans <br /> must be submitted to and approved by San Joaquin County. <br /> San Joaquin County General Plan <br /> The San Joaquin County General Plan includes the following goal regarding scenic resources: <br /> Conservation/Open Space Element <br /> Goad Encourage the protection and preservation of natural and scenic areas <br /> throughout the County. <br /> 4.12.3 Impacts and Mitigation Measures <br /> Significance Criteria <br /> Based on common standards of visual compatibility and the CEQA Guidelines,the project would <br /> be considered to have a significant adverse visual impact if it would result in physical changes, <br /> which would: <br /> ` a Have a substantial adverse effect on a scenic vista; <br /> • Substantially damage scenic resources, including but not limited to,trees, rock <br /> outcroppings,and historic buildings within a state scenic highway; <br /> • Substantially degrade the existing visual character or quality of the site and its <br /> surroundings; <br /> r <br /> V RMC Pacific Vernalis Quarry Mining and Reclamation Project 4.12-11 _ ESA/203015 <br /> Draft Environmental Impact Report May 2006 <br />
