5.Alternatives — • The requirement of the CEQA Guidelines to consider a"no project'alternative and — to identify an"environmentally superior"alternative in addition to the no-project alternative [CEQA Guidelines, Section 15126.6(e)]. In view of the factors presented above, the following alternatives were selected for evaluation in this EIR: Alternative 1 —No Project Alternative Alternative 2—Reduced Project Production Alternative 3—Off-Site Alternative 5.1 .2 Alternatives Eliminated from Further Consideration CEQA Guidelines Section 15126.6(f)(2)specifically addresses the requirements for consideration of alternate locations. A pivotal consideration is whether any of the significant impacts of the project would be avoided or substantially lessened by placing the project at another _ location. If another location would not avoid or substantially lessen the environmental impacts associated with the project location,or if the alternate location would result in one or more significant adverse environmental effects in addition to those caused at the proposed location, — then such alternate location may be rejected from further analysis in the EIR. If,during the scoping process for the EIR,the lead agency concludes that no feasible and environmentally superior alternate locations exist,the reasons for this conclusion must be briefly explained in the — EIR. Alternative Processing Plant Location This alternative was considered but eliminated from further consideration. Even though some of the impacts might be reduced over those of the proposed project others would be increased. Description Under this alternative, other on-site locations for the processing plant were considered. Two locations with primary site access from Blewett Road were considered. A location further south along Koster Road was also considered. — The two locations considered with access from Blewett Road were: (1)the corner of Blewett Road and Koster Road(Phase IV)and(2) along the eastern side of the project site(mining — Phase VII or Phase VIII). The location considered further south on Koster Road is the vicinity of mining Phase II or Phase III. Basis for Selection This alternative is included in the EIR to provide a basis for comparing the impacts of a relocated — processing plant on-site.Moving the processing plant so that the access to the site would be along Blewett Road may potentially reduce traffic impacts on Koster Road and those at the intersection of Koster Road and Blewett Road. Moving the processing plant to a location further south on Koster Road may potentially reduce visual impacts to residents located along Blewett Road and RMC Pacific Vernalis Quarry Mining and Reclamation Project 5-2 ESA 1203015 Draft Environmental Impact Report May 2006
