5.2 Alternatives Evaluated in This EIR <br /> L. <br /> agricultural use [Section 9-1810.3(b)(1)(W)]. For these reasons,the off-site alternative, like the <br /> t" project, would not significantly conflict with existing zoning or with the provisions of an existing <br /> Williamson Act contract.The impacts of this alternative would be similar to the project. <br /> L <br /> Transportation and Circulation <br /> Truck traffic transporting material from the off-site alternative to the market in the Tracy area <br /> �. would travel a shorter distance than the project. The traffic impacts along major roadways and <br /> highways from the Vernalis area to the Tracy area, such as SR 132 and Interstate 5, would be <br /> reduced with this alternative. However,impacts to the off-site alternative local roadways and <br /> intersections would be similar to those of the project. <br /> Transportation and circulation impacts would be similar or could be less than those associated <br /> with the project due to the shorter distances traveled by the trucks and fewer major roadways <br /> impacted within San Joaquin County. <br /> Noise <br /> The noise generated by mining equipment,excavation activities, and processing operations at the <br /> off-site alternative would be similar to the project. The off-site alternative includes adjacent and <br /> nearby rural residences in a greater number than at the project site. This would result in a greater <br /> number of residences being impacted by an increase in ambient noise levels from the mining <br /> operations. Traffic noise would also increase on nearby roadways used to access the quarry.The <br /> off-site alternative would result in similar impacts as the project,but to a greater number of <br /> residences in the area. Mitigation measures similar to those identified in Section 4.5 would be <br /> ` required. <br /> ` Air Quality <br /> The dust generated by project construction,the emissions generated by the mining and processing <br /> operations, and the diesel particulate emissions from stationary and mobile sources would be <br /> similar to the project. The off-site alternative includes adjacent and nearby rural residences in a <br /> greater number than at the project site. This would result in a greater number of residences being <br /> impacted by dust and other emissions from the mining operations and traffic. The off-site <br /> alternative would result in similar impacts as the project,but to a greater number of residences in <br /> the area. Mitigation measures similar to those identified in Section 4.6 would be required. <br /> r <br /> Geology and Soils/Mineral Resources <br /> The slope instability,erosion, and seismic impacts associated with the off-site alternative would <br /> be similar to those of the project. Mitigation measures similar to those identified in Section 4.7 <br /> would be required. <br /> Hydrology and Water Quality <br /> The off-site alternative contains rural residential housing and agricultural crops that most likely <br /> v use groundwater wells for domestic and irrigation uses.
