6.Other Statutory Considerations — <br /> Mitigation Measure <br /> Measure 6.7: Implement Mitigation Measures 4.8.1 a,4.8.1 b,4.8.2, and 4.8.3 to mitigate <br /> the project's incremental contribution to groundwater supply and quality impacts. <br /> Impact Significance After Mitigation: With implementation of Mitigation Measures <br /> 4.8.1 a,4.8.lb, and 4.8.1c,the project's impacts would be mitigated to a less-than- <br /> significant level and therefore,the incremental contribution to cumulative impacts is not <br /> cumulatively considerable and the cumulative impact is less than significant. <br /> Surface Water <br /> Impact 6.8: The project under Mining Option 2(mining out Hospital Creek and <br /> constructing a berm to form a large detention basin)could contribute to the cumulative <br /> reduction of flows to the San Joaquin River. Cumulative impacts would be significant. — <br /> Hospital Creek,Lone Tree Creek, and Ingram Creek combine downstream of the project site and <br /> enter the San Joaquin River near Vernalis. The flow contribution provided by Hospital Creek — <br /> represents approximately 50 percent of the total flows provided to the San Joaquin River by these <br /> three creeks. Therefore, if the project is approved under Mining Option 2, it would be a <br /> significant cumulative impact. — <br /> Mitigation Measure <br /> Measure 6.8: Implement Mitigation Measure 4.8.6. <br /> Impact Significance After Mitigation: With implementation of Mitigation Measure <br /> 4.8.6,the project's incremental contribution to surface water impacts would not be <br /> cumulatively considerable,and the cumulative impact would be less than significant. <br /> However, if Mitigation Measure 4.8.6 is not implemented and Mining Plan Option 2 is <br /> identified as the preferred approach to mining adjacent to Hospital Creek,then the impacts <br /> to hydrology,as described above, would remain significant and the project's incremental <br /> contribution to cumulative conditions would be significant. <br /> Biological Resources <br /> Impact 6.9: Cumulative impacts would be associated with increased disturbance to <br /> potential special-status species due to increased noise,loss of agricultural land and potential _ <br /> habitat,increased traffic along roadways which could potentially increase mortality of <br /> wildlife.The project's contribution to cumulative impacts to biological resources is <br /> potentially significant. <br /> The potential for wetlands exists on the project site, and potential habitat for several special status <br /> species has been identified for the project area. The special,status species include the San Joaquin <br /> kit fox,burrowing owl,and raptors. Mitigation measures have been provided for the project that <br /> would reduce potential impacts to wetlands and special status species.
