6.Other Statutory Considerations — <br /> available to reduce NOx emissions to a less-than-significant level. These operational effects — <br /> would remain a significant impact after mitigation. <br /> Cumulative air quality impacts are also significant. The project would have a cumulatively — <br /> considerable contribution to regional ozone concentrations. In addition, although the impacts of <br /> particulate matter(PMio,PM2.5 and DPM[)from the project would be less than significant, when <br /> combined with the other projects in the area(including the quarries listed in Table 6-I),the — <br /> overall cumulative impact would be significant given the existing and projected near term non- <br /> attainment status of the area for PMnt, and PM2.5 standards.The project's contribution to regional <br /> air quality impacts would be significant. <br /> Hydrology and Water Quality <br /> Mining out Hospital Creek and constructing a berm to form a large detention basin (Mining <br /> Option 2)would substantially alter the natural hydrology of Hospital Creek. This option would <br /> permanently remove surface water flows from the reach of Hospital Creek downstream of the <br /> proposed mining operations leading to depletion of flows to downstream receiving water bodies, <br /> reduction of surface water available for localized infiltration, or elimination of adequate water _ <br /> flow for aquatic and riparian habitats. Removal of Hospital Creek from within the boundaries of <br /> the project site could result in adverse impacts to downstream hydrology and recharge and there <br /> is uncertainty as to the magnitude of these impacts. If Mining Plan Option 2 is identified as the — <br /> preferred approach to mining adjacent to Hospital Creek,then the impacts to hydrology would be <br /> significant. <br /> 6.4 Significant Irreversible Environmental Changes <br /> That Would Result from the Proposed Project - <br /> Should It Be Implemented <br /> 6.4.1 Introduction <br /> The CEQA Section 21100(b)(2)and CEQA Guidelines Section 15126.2(b) require that any <br /> significant effect on the environment that would be irreversible if the project is implemented must <br /> be identified. Significant irreversible environmental changes include the project's direct and <br /> indirect effects that will commit nonrenewable resources to uses that future generations would <br /> most likely be unable to reverse. <br /> 6.4.2 Significant Irreversible Environmental Changes <br /> The primary irreversible changes that would occur as a result of the project include: — <br /> • Implementation of the project would require the irreversible commitment of natural <br /> resources,the mining and processing of aggregates that would decrease the <br /> availability of aggregate resources in the future. <br /> RMC Pacific Vernalis Quarry Mining and Reclamation Project 6-18 ESA 1203015 <br /> Draft Environmental Impact Report May 2006 <br />
